DES MOINES, Iowa--Mitt Romney isn't making any predictions about the outcome of next Tuesday's Republican presidential caucuses in Iowa, but his upcoming schedule suggests his campaign is confident he'll do well.

Romney will stay overnight in Iowa next Tuesday after the caucuses, according to a press release sent out by his campaign on Friday. He won't depart for New Hampshire?the next state up in the 2012 presidential sweepstakes?until Wednesday morning.

The schedule gives him enough time to make the rounds of the morning TV news shows?just in case Romney has occasion to take a victory lap in the aftermath of Tuesday's caucuses.

By comparison, Newt Gingrich's campaign announced he'll head to New Hampshire on Tuesday night, shortly after the caucus results are announced.

You could interpret that as a sign that Gingrich, whose poll numbers are in a free fall in Iowa, doesn't feel great about the upcoming vote and wants to hightail it out of town.

Or not. In 2008, Mike Huckabee flew to New Hampshire in the middle of the night, celebrating his Iowa caucus win by bowling oranges down the plane's aisle and schmoozing with reporters and staff.? He promptly deplaned and sat for a series of TV interviews that morning.

DC ordered to pay $1M in historic gun case (AP)

WASHINGTON ? The District of Columbia has been ordered to pay more than $1 million in attorneys' fees as a result of a historic gun case that was ultimately decided by the U.S. Supreme Court.

Dick Heller sued the city in 2003 over its ban on handgun ownership and the U.S. Supreme Court overturned the ban in June 2008, saying it violated the Second Amendment.

A federal judge on Thursday issued an opinion awarding Heller's attorneys $1,137,072.27 in fees and expenses. The attorneys had argued they should be awarded $3.1 million. Attorneys for the city said the figure should be closer to $840,000.

District of Columbia Attorney General Irvin B. Nathan, the head of the office that represents the city in legal matters, said in a statement that Heller's lawyers had requested an "outlandish fee." Nathan praised the U.S. District Judge Emmet Sullivan's decision not to accept the full hourly rate the attorneys had requested or the full number of hours they had billed for.

Heller's lead lawyer, Alan Gura, says his team is still studying the opinion and possible next steps. Gura said he is pleased with much of the opinion, but he said the fee calculation the judge used was outdated and that lawyers doing similar work in Washington are typically compensated at a higher rate. The judge's opinion awards Gura approximately $662,000 for more than 1,500 hours of work on the case, paying him at a rate of $420 per hour. Five other members of Heller's team are also compensated.

After the U.S. Supreme Court's decision in 2008, the city rewrote its gun laws and for the first time in more than 30 years permitted handgun ownership. The new laws, however, include numerous registration requirements.

Those requirements prompted Heller to sue again, saying that the new laws are too restrictive. That case is still pending, with a federal appeals court ruling in October that the city must provide evidence justifying what it called "novel" handgun registration requirements including vision tests. The city is considering changes to the law that, if implemented, could impact the case.

Turkey: Kurdish Rebel Targets Killed, Report Says

ANKARA, Turkey ? Turkey's air force attacked suspected Kurdish rebel targets near its border with Iraq, killing at least 20 people, many of them smugglers mistaken for guerrillas, officials said Thursday.

The Turkish military declined to confirm or deny whether it had carried out the Wednesday night raid on both sides of the border.

Turkey's Dogan news agency said the attacks occurred near the Turkish village of Ortasu in Sirnak near Iraq, a country where Kurdish rebels are based, and killed more than 20 people. The report said the raids were launched after drones and thermal cameras located a "crowded group" near Ortasu.

On Thursday morning, video footage provided by the Dogan agency showed people surrounding dozens of bodies, lying side-by-side and wrapped in blankets.

Sirnak's governor, Vahdettin Ozkan, said at least 20 people were killed in that attack but gave no other details, saying a statement would be issued later.

Pro-Kurdish legislator Nazmi Gur said at least 35 people died, most of them teenagers who were trying to make money by carrying diesel from Iraq into Turkey on donkeys or horses. Gur said the diesel trade is often the region's only livelihood in such villages and that officials would have known that smugglers would be operating in the area.

Kurdish rebels have long used northern Iraq as a springboard for hit-and-run attacks on Turkish targets in a campaign for autonomy in Turkey's Kurdish-dominated southeast.

This year Turkey's air force has launched dozens of air raids on suspected rebel bases and other targets in northern Iraq and along the Turkish side of the mountainous border.

Recently, the United States has deployed four Predator drones to Turkey from Iraq following the American troops' withdrawal from the country to assist Turkey in its fight against the rebels.

The rebels belong to the Kurdistan Workers' Party, or PKK, which is fighting for autonomy in Turkey's mainly Kurdish southeast. Tens of thousands of people have died in the conflict since 1984.

Suicide attacker kills 7 at Baghdad checkpoint (AP)

BAGHDAD ? A suicide bomber set off a car bomb Monday at a checkpoint leading to the Iraqi Interior Ministry, killing seven people and injuring 32 others, officials said.

The attack followed a series of bombings last week that killed up to 70 people in a single day, increasing fears about Iraq's future after U.S. troops withdrew this month.

Two police officers said the bomber struck during morning rush hour, hitting one of many security barriers set up around the ministry's building. Five policemen were among the dead, they said.

Two doctors at nearby hospitals confirmed the causality figures. All spoke on condition of anonymity because they were not authorized to release information.

No one has claimed responsibility, but suicide attacks are the hallmark of the al-Qaida in Iraq terror group.

U.S. and some Iraqi officials have warned of a resurgence of Sunni and Shiite militants and an increase in violence after the full U.S. troop withdrawal.

Adding to Iraq's troubles is an increase in political tension stemming from a showdown between the Shiite prime minister, Nouri al-Maliki, and the top Sunni political leader in the country.

Al-Maliki's government has issued an arrest warrant for Sunni Vice President Tariq al-Hashemi on charges that he ran hit squads against government officials.

Al-Hashemi has denied the charges and said they are politically motivated.

Japan reaches out to China over N Korea

Japanese Prime Minister Yoshihiko Noda has arrived in Beijing on an official visit focused on regional security following the death of North Korean strongman Kim Jong-Il.

Ties between the two regional powers have been dogged by economic and territorial disputes, with Japan repeatedly raising concerns over China's widening naval reach in the Pacific and what it calls the "opaqueness" of Beijing's military budget.

But Kim's death has shifted the agenda to worries about nuclear-armed North Korea, where Kim's untested son Kim Jong-Un appears to be taking the reins of power in the isolated communist state.

It has created a "new situation" in East Asia, Noda said on Sunday as he met with Wen Jiabao, the prime minister of China, a country that wields the "most influence" over Pyongyang.

Kim's death "should not wrongly affect the peace and stability on the Korean peninsula. Under this situation the role of China is extremely important", a Japanese foreign ministry spokesman quoted Noda as telling Wen.

Analysts agree that China holds the key to handling North Korea, where Japan has few ties overall and fewer still to Kim's untested son.

Japan, having no ties with the North, can do little other than to support China's engagement with Pyongyang, said Takehiko Yamamoto, professor at Waseda University.

"You might call it an achievement if Japan and China only confirm their joint resolve to work together to protect peace and stability in North-East Asia including on the Korean peninsula," he added.

According to China Central Television, both Wen and Noda agreed to restart six-party negotiations on scrapping the North's nuclear program at an early date.

The six-party talks, chaired by China and also involving the two Koreas, the United States, Russia and Japan, have been at a standstill since December 2008.

Noda, who is on his first visit to China since coming to power in September, stressed that "safeguarding the peace and stability of the Korean peninsula is in the common interest" of both Beijing and Tokyo.

Noda also urged Beijing to tell North Korea's new leadership that it "must make progress" in addressing the issue of past abduction of Japanese nationals if bilateral ties are to be improved, Kyodo news agency reported.

Japan has previously expressed outrage over North Korea's abduction of its nationals, and has viewed with concern Pyongyang's test-firing of its short-range missiles on the same day it announced Kim's death.

Noda's overnight visit was set for December 12 and 13, but rescheduled to Sunday and Monday at China's request, apparently for domestic reasons.

Some suggested the date change was tied to the anniversary of the Nanjing Massacre, in which Japanese troops killed tens of thousands of Chinese civilians during 1937-38.

"China and Japan should be good neighbours and good partners and not oppose each other," state television quoted Wen as telling Noda.

During talks with Wen, both sides agreed to set up high-level consultations to discuss maritime affairs, including a thorny territorial dispute in the East China Sea, the Japanese foreign ministry spokesman said.

The two are still trying to heal diplomatic wounds from a year ago when China reacted in fury over the arrest of one of its fishermen near the islands after he rammed his ship into Japanese coastguard vessels.

Meanwhile discussions on a free trade agreement between Japan, China and South Korea would likely begin early next year, the spokesman said without offering details.

China, Japan to trade in own currencies

BEIJING, Dec. 27 (UPI) -- China and Japan, the world's second- and third- largest economies, plan to trade in their own currencies instead of U.S. dollars, officials said.

The announcement came during the two-day China visit of Japanese Prime Minister Yoshihiko Noda, The New York Times reported.

Japan also would seek to acquire yuan-denominated Chinese bonds, which the Times said would allow it to add yuan reserves to its foreign-exchange holdings.

China currently is the world's largest creditor to the United States with most of its foreign exchange reserves of $3.2 trillion held in U.S. dollars. Japan has the world's second-largest reserves with $1.3 trillion.

The Times said the currency deal would help the two to move away from using the U.S. dollar, even as China seeks to make its yuan more widely used.

The U.S. dollar currently is the world's reserve currency. The Chinese yuan is not yet fully convertible.

"Chinese officials have made it clear that they believe the international economy is too heavily dominated by the dollar," Professor Charles Kupchan at the Georgetown University told the Times. "They believe, as part of China's rise, that the international system should move to a more balanced structure."

He said the yuan is not yet ready to compete as a global reserve currency, but the agreement with Japan "could be a baby step in that direction."

As China and Japan are neighbors with likelihood of one becoming the main trading partner of the other, it makes sense for them to trade directly without using dollars, said Professor Jeffrey Bergstrand at the University of Notre Dame.

The Times said the move could help the yuan appreciate against other currencies. China currently is seen as artificially keeping the yuan undervalued which helps its to run surpluses against its trading partners.

'Anonymous' hackers target US security think tank

(AP) ? The loose-knit hacking movement "Anonymous" claimed Sunday to have stolen thousands of credit card numbers and other personal information belonging to clients of U.S.-based security think tank Stratfor. One hacker said the goal was to pilfer funds from individuals' accounts to give away as Christmas donations, and some victims confirmed unauthorized transactions linked to their credit cards.

Anonymous boasted of stealing Stratfor's confidential client list, which includes entities ranging from Apple Inc. to the U.S. Air Force to the Miami Police Department, and mining it for more than 4,000 credit card numbers, passwords and home addresses.

Austin, Texas-based Stratfor provides political, economic and military analysis to help clients reduce risk, according to a description on its YouTube page. It charges subscribers for its reports and analysis, delivered through the web, emails and videos. The company's main website was down, with a banner saying the "site is currently undergoing maintenance."

Proprietary information about the companies and government agencies that subscribe to Stratfor's newsletters did not appear to be at any significant risk, however, with the main threat posed to individual employees who had subscribed.

"Not so private and secret anymore?" Anonymous taunted in a message on Twitter, promising that the attack on Stratfor was just the beginning of a Christmas-inspired assault on a long list of targets.

Anonymous said the client list it had already posted was a small slice of the 200 gigabytes worth of plunder it stole from Stratfor and promised more leaks. It said it was able to get the credit card details in part because Stratfor didn't bother encrypting them ? an easy-to-avoid blunder which, if true, would be a major embarrassment for any security-related company.

Fred Burton, Stratfor's vice president of intelligence, said the company had reported the intrusion to law enforcement and was working with them on the investigation.

Stratfor has protections in place meant to prevent such attacks, he said.

"But I think the hackers live in this kind of world where once they fixate on you or try to attack you it's extraordinarily difficult to defend against," Burton said.

Hours after publishing what it claimed was Stratfor's client list, Anonymous tweeted a link to encrypted files online with names, phone numbers, emails, addresses and credit card account details.

"Not as many as you expected? Worry not, fellow pirates and robin hoods. These are just the 'A's," read a message posted online that encouraged readers to download a file of the hacked information.

The attack is "just another in a massive string of breaches we've seen this year and in years past," said Josh Shaul, chief technology officer of Application Security Inc., a New York-based provider of database security software.

Still, companies that shared secret information with Stratfor in order to obtain threat assessments might worry that the information is among the 200 gigabytes of data that Anonymous claims to have stolen, he said.

"If an attacker is walking away with that much email, there might be some very juicy bits of information that they have," Shaul said.

Lt. Col. John Dorrian, public affairs officer for the Air Force, said that "for obvious reasons" the Air Force doesn't discuss specific vulnerabilities, threats or responses to them.

"The Air Force will continue to monitor the situation and, as always, take appropriate action as necessary to protect Air Force networks and information," he said in an email.

Miami Police Department spokesman Sgt. Freddie Cruz Jr. said that he could not confirm that the agency was a client of Stratfor, and he said he had not received any information about a security breach involving the police department.

Anonymous also linked to images online that it suggested were receipts for charitable donations made by the group manipulating the credit card data it stole.

"Thank you! Defense Intelligence Agency," read the text above one image that appeared to show a transaction summary indicating that an agency employee's information was used to donate $250 to a non-profit.

One receipt ? to the American Red Cross ? had Allen Barr's name on it.

Barr, of Austin, Texas, recently retired from the Texas Department of Banking and said he discovered last Friday that a total of $700 had been spent from his account. Barr, who has spent more than a decade dealing with cybercrime at banks, said five transactions were made in total.

"It was all charities, the Red Cross, CARE, Save the Children. So when the credit card company called my wife she wasn't sure whether I was just donating," said Barr, who wasn't aware until a reporter with the AP called that his information had been compromised when Stratfor's computers were hacked.

"It made me feel terrible. It made my wife feel terrible. We had to close the account."

Wishing everyone a "Merry LulzXMas" ? a nod to its spinoff hacking group Lulz Security ? Anonymous also posted a link on Twitter to a site containing the email, phone number and credit number of a U.S. Homeland Security employee.

The employee, Cody Sultenfuss, said he had no warning before his details were posted.

"They took money I did not have," he told The Associated Press in a series of emails, which did not specify the amount taken. "I think 'Why me?' I am not rich."

But the breach doesn't necessarily pose a risk to owners of the credit cards. A card user who suspects fraudulent activity on his or her card can contact the credit card company to dispute the charge.

Stratfor said in an email to members, signed by Stratfor Chief Executive George Friedman and passed on to AP by subscribers, that it had hired a "leading identity theft protection and monitoring service" on behalf of the Stratfor members affected by the attack. The company said it will send another email on services for affected members by Wednesday.

Stratfor acknowledged that an "unauthorized party" had revealed personal information and credit card data of some of its members.

The company had sent another email to subscribers earlier in the day saying it had suspended its servers and email after learning that its website had been hacked.

One member of the hacking group, who uses the handle AnonymousAbu on Twitter, claimed that more than 90,000 credit cards from law enforcement, the intelligence community and journalists ? "corporate/exec accounts of people like Fox" News ? had been hacked and used to "steal a million dollars" and make donations.

It was impossible to verify where credit card details were used. Fox News was not on the excerpted list of Stratfor members posted online, but other media organizations including MSNBC and Al-Jazeera English appeared in the file.

Anonymous warned it has "enough targets lined up to extend the fun fun fun of LulzXmas through the entire next week."

The group has previously claimed responsibility for attacks on credit card companies Visa Inc. and MasterCard Inc., eBay Inc.'s PayPal, as well as other groups in the music industry and the Church of Scientology.

3 Astronauts Arrive at Space Station for the Holidays (SPACE.com)

Three astronauts arrived today (Dec. 23) at the International Space Station just in time for a zero gravity holiday party as they begin a five-month stay in orbit.

NASA astronaut Don Pettit, Russian cosmonaut Oleg Kononenko, and Dutch astronaut Andre Kuipers of the European Space Agency (ESA), docked at the orbiting laboratory today at 10:19 a.m. EST (1519 GMT) as the two spacecraft sailed 240 miles over southern Russia. They arrived aboard a Russian Soyuz spacecraft, which launched Wednesday (Dec. 21) from Baikonur Cosmodrome in Kazakhstan.?

"The Soyuz crew arrives down the chimney of the space station with an early Christmas present for the station's crew," said NASA spokesman Rob Navias during ?the televised space rendezvous.

Waiting aboard the space station are their crewmates, commander Daniel Burbank of NASA and flight engineers Anton Shkaplerov and Anatoly Ivanishin of Russia. With the new crewmembers' arrival, the space station is fully staffed.

All three newly arrived astronauts are space veterans, and have visited the station before. The new crew was greeted with warm hugs by the three men aboard the space station.

"I feel like I'm back home," Pettit told his wife Micki and 11-year-old twin boys Evan and Garrett via a video call from the station. "I promise to write often."

?

"We wish you good luck on your flight and merry Christmas," Evan said.

In between their busy work conducting science experiments in microgravity and maintaining the space station, the six spacemen will celebrate the holidays in orbital style. Burbank, Shkaplerov and Ivanishin have already?decked the station's halls ?with festive decorations, and were just waiting for the new trio to stage a holiday feast. "With their arrival, ISS will be back at full strength but we'll also have three good friends to join us," Burbank said in a holiday greeting video he sent from space. "We'll also have them just in time for the Christmas and new years holidays. We'll celebrate the holidays in great fashion after they get here."

Commercial spaceship arrival

Early in the new year, the station crew will begin preparing for a milestone event: the first arrival of a commercial spaceship at the ISS.

The unmanned Dragon space capsule, built by private company SpaceX of Hawthorne, Calif., will make a cargo delivery to the station in early February. Dragon has already flown on one test flight to orbit, but this mission will be the vehicle's first trip to the space station.

SpaceX is developing Dragon under a NASA program to stimulate the growth of commercial spacecraft to take over the duties of the retired space shuttle fleet. Dragon will begin by carrying supplies, and if all goes well, the vehicle will eventually carry astronauts to the space station as well.

For this test mission, Dragon will launch on a SpaceX Falcon 9 rocket and autonomously rendezvous with the space station. Once within reach, the station crew will grab onto the capsule with the space station's robotic arm and berth it to the outpost.

"I think that it's really a great idea to engage more companies participating in the space program, that contribute to the manned space program in particular," Kononenko told SPACE.com in a preflight interview. "The only thing that I would like to emphasize is that I would like these commercial vehicles to be absolutely safe."

Greetings, Earthlings

While in space, the astronauts plan to stay in touch with friends and family, and even the public, through technology. In addition to regular calls and emails home, the spaceflyers will use social media to share their experiences.

"I'm planning to use Twitter," Pettit said in a press conference before the launch. "I have a hard time saying anything in less than 140 characters. I'm still groping with how can I use that kind of medium." He also plans to blog, he added.

The crew's Expedition 30 mission aboard the space station will be particularly followed by people in the Netherlands. Kuipers is only the third Dutch astronaut to travel to space, and the first to do so twice.

"A bit to my surprise, there's a lot of attention again," Kuipers said. "This is my second flight. To small countries, of course, the flight of a national astronaut is a big thing."

Rich Chinese couple's octuplets spark anger, inquiry (Reuters)

BEIJING (Reuters) ? A rich Chinese couple who had eight babies with the help of two surrogate mothers has been forced to move out of their villa following a public uproar, and could face a large fine for breaching strict family planning laws mandating only one child.

The couple in the booming southern metropolis of Guangzhou had the children last year, but the story only came to light after media discovered a picture of the babies -- four boys and four girls -- taken by a photography studio.

The couple turned to in vitro fertilization after years of trying to have children and spent nearly one million yuan ($157,800) on the procedure, state television CCTV reported this week.

The mother had three of the children herself, and the other five with two surrogates, though the couple had not intended to have so many.

After the babies were born last September and October, the couple hired eleven people, including eight baby sitters and a teacher, to take care of them, state television cited neighbors as saying.

The provincial government has set up a team to investigate the case, media added, especially as most people in China are only allowed to have one child.

"Why did they have to hire so many people to have babies for them? Did they think they had the right to bear children just because they were rich? This was their first mistake," Liao Xinbo, Guangdong's deputy health chief, told CCTV.

"Secondly, what respect to life did they show? Multiple pregnancies are super risky."

A family-planning official added that the couple may face a big fine for breaching the one-child policy.

However, some Chinese media have suggested that the couple may not have done the procedures in China, and that the children could have been born in Hong Kong, in which case they would escape punishment in the mainland.

The issue has triggered heated debate on China's Twitter-like microblogs.

"I don't understand why such law-breakers can still be left alone. Because they are rich, they can have as many babies as they like? That would create chaos!" wrote "Lingning" on Sina's Weibo.

"The case shows the worsening wealth gap in China. The rich, with their money in hand, are shattering social equality," added "A Late 2011."

However, some expressed a degree of sympathy and even envy.

"When I am rich enough, I will have two or three babies," wrote "Sha Guola."

China introduced its one-child policy in 1979 to limit births in the world's most populous nation. It has relaxed the rules somewhat in the past few years and some couples are now allowed to have a second child.

A Palos Hills man was charged today with stealing a donation jar for a woman battling cancer after he was identified through surveillance video from a Crestwood convenience store.

Joseph Campione, 45, was held in lieu of $100,000 bail after appearing in court Thursday on felony theft charges, said Crestwood police. He turned himself in at 7:45 a.m. Thursday after tips from the surveillance video released to the media helped police identify him.

"The first thing you have to do is be angry when you see somebody do that," said Kelly Stawicki, who has stage III colon cancer. "But like I said, I have a heart, you know. I feel bad he's got to spend Christmas in jail."

The 27-year-old Alsip woman and her family have been raising money to help pay down more than $100,000 in medical bills that have accumulated since August. She was laid off from her data-entry job last December and doesn't have insurance.

Stawicki said she doesn't know how much money was in the stolen jug, but when it was emptied on two previous occasions it held about $125. The money hasn't been recovered.

The surveillance video shows a man paying for some items at Shop Mart, 13650 Cicero Ave., about 4 p.m. Dec. 5 before taking the jug from the counter and walking out of the store.

Surveillance video was turned over to authorities Dec. 14, and police released it to the media Saturday. Tips rolled in both from people who recognized him as well as law enforcement agencies familiar with Campione, authorities said. He has three previous theft convictions and one drug conviction, police said.

Campione's attorney contacted Crestwood police Wednesday and made arrangements for him to turn himself in, police said. Campione declined to make any statements to police about the incident, authorities said.

"I would probably only describe him as maybe remorseful after he saw what he did and the effect that it had," said Dave Weigand, director of police services for Crestwood.

In the end, Stawicki and her family said a difficult situation has turned into something that has brightened their Christmas. After hearing her story, an anonymous donor wrote her a check for $10,000, and many others have made donations as well.

Thursday at a news conference, she was presented with three $100 checks from the Crestwood Police Association, Crestwood Firefighters Association and A&R Security Services.

"Each day, little by little, more and more keeps coming in," she said. "The support from everybody, including people that I don't know, it's overwhelming."

Stawicki said she will start the seventh of 12 chemotherapy treatments Tuesday.

Oil rises to near $100 amid improving US economy (AP)

SINGAPORE ? Oil prices closed in on $100 a barrel Friday in Asia amid expectations an improving U.S. economy will boost demand for crude.

Benchmark crude for February delivery was up 23 cents to $99.76 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose 86 cents to finish at $99.53 on Thursday.

In London, Brent crude was down 4 cents at $107.85 on the ICE futures exchange.

Crude has jumped from below $93 earlier this week on evidence of a slow but steady improvement in the U.S. economy.

The number of people applying for unemployment benefits dropped last week to the lowest level since April 2008, the third week in a row that applications fell. The Conference Board reported that its measure of future economic activity jumped last month, the second straight gain.

"This is a market that just appears to want to go higher," energy consultant and trader The Schork Group said in a report. "All good positive economic headlines are hyped and all poor headlines are ignored. Bears seem unable to keep crude from finishing 2011 below $100."

The market is also primed for potential threats to global crude supplies, such as rising tensions between Iran and Western nations over Iran's nuclear power program. The U.S. and Europe may bolster sanctions against the world's fourth crude biggest producer.

"Iran might not passively wait for sanctions to be applied and could act unilaterally to embargo supplies," J.P Morgan said in a report. "We are also concerned about Iraq, where political uncertainties seem to be rising following the U.S. troop pullout."

"We expect Iraq to add about 500,000 barrels a day of new supply in both 2012 and 2013, and any deviation from its present course could have serious implications for global supply."

Trading volume is normally low during the next week as many traders take vacations around the Christmas and New Year's Day holidays. Global oil markets are closed Monday for Christmas.

In other energy trading on the Nymex, natural gas fell 3.3 cents to $3.14 per 1,000 cubic feet. Heating oil rose 0.4 cent to $2.92 a gallon and gasoline futures were up 0.4 cent to $2.64 a gallon.

U.S. Troops Charged in Death of Fellow Soldier


KABUL/NEW YORK (Reuters) - - The U.S. Army has charged eight soldiers deployed to Afghanistan in the death of Private Danny Chen, a 19-year-old Chinese-American who was bullied and taunted by fellow troops over his heritage.

Chen was found in a guard tower in southern Afghanistan after apparently shooting himself, NATO-led forces in Afghanistan said on Wednesday.

Chen's platoon leader, 1st Lieutenant Daniel Schwartz, was among the accused, charged with dereliction of duty. Other soldiers face charges including involuntary manslaughter, assault and negligent homicide.

The case has resonated in Chen's hometown of New York City, where his mother gave an emotional press conference calling for justice for her son while Asian-American activists criticized the Army for tolerating hazing and racial discrimination.

"Whether suicide or homicide, those responsible for mistreating Danny caused his death. They must be prosecuted to the full extent of the law for the killing of Danny Chen," said Elizabeth OuYang, president of the New York chapter of the OCA, which represents Asian-Americans.

The Pentagon called Chen's death a "tragic incident" but strongly rejected accusations that hazing and racial discrimination were tolerated.

"Hazing is not tolerated in the military. If it's found and it's proven, it's dealt with," said Captain John Kirby, a Pentagon spokesman.

"We treat each other with dignity and respect. That's what this uniform requires. And when we don't, there is a justice system in place to deal with it. And that's what we're seeing here in the case of Private Chen."

An Army official, speaking on condition of anonymity, said the eight men had been moved to an undisclosed location for their own security.

The charges were the result of a commander's inquiry into the death of Chen, an only child born in the United States to immigrant parents.

"When Danny told (me) that he wanted to serve in the Army, (I) didn't want him to go. But he was insistent," his mother Su Zhen Chen told a news conference in New York City's Chinatown. She does not speak English and her comments were loosely translated through an interpreter.

"Danny was a very good student. At his school, all his teachers, all his classmates, he had lots of friends. He gets along well with others," the translator added, saying his mother could not figure out "why they would do this in the Army."

An Army criminal investigation into the circumstances of Chen's death remains open, said a spokesman for the U.S. Army's Criminal Investigation Command.

"Aside from investigating the actual cause and manner of Private Chen's death, we are also investigating the circumstances leading up to his death," U.S.-based spokesman Chris Grey said in an email.

"You can be sure that CID will continue to conduct a professional and very thorough investigation. We are not releasing any details to the public at this point to protect the integrity of our ongoing investigation."

Chen's family has not concluded whether he committed suicide or was killed, OuYang said, adding there were no indications of depression based on his postings from Afghanistan.

Commenting on the racial taunting Chen allegedly suffered, OuYang said: "Clearly ... the Army's diversity training is not effective."

The charges come barely two months after three U.S. Marines were ordered to face court-martial on charges they physically abused and humiliated a fellow Marine who later killed himself while they were serving in Afghanistan.

Lance Corporal Harry Lew, 21, shot himself during a patrol in April after he was allegedly beaten and hazed by others in his unit for falling asleep while on sentry duty.

Jermaine Hopkins, Lean on Me Star, Arrested in Major Marijuana Sting


Jermaine "Huggy" Hopkins and Sam Hurd should get together.

Hopkins, the teenage star who went toe-to-toe with Morgan Freeman in the inspirational 1989 movie Lean on Me, has been busted for selling pot in Phoenix.

We're not talking personal-use quantities of the herb, either.

According to local Fox affiliate KSAZ, Hopkins was swept up in a drug sting conducted by undercover detectives from the Maricopa County Sheriff's Office.

The actor engaged them in a drug deal involving 200 pounds of marijuana he had in his SUV, along with $100,000 cash. Cops then took him into custody.

Officer Christopher Hegstrom says Jermaine Hopkins was booked into jail on two felony counts of possessing, transporting and trying to sell marijuana.

A subsequent search of his apartment in nearby Avondale, Ariz., also turned up another 100 pounds, its value was estimated at approximately $50,000.

Hopkins actually lives in North Carolina but for whatever reason, made Arizona his place of "business." Now it looks he may be a resident for a long time.

Hey, at least the weather's nice this time of year.

Indonesia targets crumbling roads to boost economy

Collapse of Indonesia's 'Golden Gate' bridge highlights inadequate roads that hold back the Indonesian economy, at a time when other Asian economies are prospering.

A bridge collapse on Nov. 26 in northern Indonesia was the latest blow to the country's international competitiveness at a time when investors are increasingly looking to take advantage of strong growth in Southeast Asia's largest economy. An investigation is underway into the cause of the collapse, which sent cars, motorbikes, and a public bus tumbling into the murky Mahakam river, killing at least 21 people, but analysts say poor construction and maintenance, and insufficient use of materials are partly to blame.

Woefully inadequate infrastructure is one of the biggest challenges facing Indonesia, say investors, who often complain that a lack of roads and inefficient shipping networks hold up business.?

?At least 30 percent of a company?s production costs go to transportation,? says Latif Adam, an economist at the Indonesian Institute of Sciences, a government research center. He notes that the global average is closer to 10 percent.

Rampant corruption, legal uncertainties, and bureaucratic delays also threaten to undermine foreign investment at a time when Indonesia is banking on private financing to support around half of the $200 billion it has committed to infrastructure development.

As of October, officials in the capital, Jakarta, had spent only 30 percent of their annual infrastructure budget. They're now scrambling to use the rest before year?s end, says Mr. Adam, who worries that rush jobs could lead to more incidents like the bridge collapse.

Building connective infrastructure for a nation comprised of 17,500 islands has its challenges, but Franz Drees-Gross, the World Bank?s manager for sustainable development, which covers infrastructure, says legal constraints ? including rigid tariff structures that constrain public utilities' budgets ? pose some of the biggest problems.

As a result, Indonesia?s combined power generation is less than South Africa?s, which has roughly 200 million fewer people. Piped water supply, which only reaches half the population, is dropping. Road coverage relative to land mass is among the lowest in Southeast Asia. In Jakarta, the capital, only 2 percent of the population has access to septic facilities.

?You expect that in a post-conflict country, but not a place like Indonesia,? says Mr. Dress-Gross.

Since former President Suharto stepped down in 1998, Indonesia has rapidly transitioned from a centralized, authoritarian country to a relatively stable, democratic one.

But that transition coincided with the 1997-98 Asian financial crisis, when infrastructure spending dropped from around 8 percent of gross domestic product to a measly 2 percent. It hit 3 percent in 2010, similar to what the US spends, but far below emerging market giant China, which is investing around 9 percent.?

Adam says at least 5 percent of GDP should go toward infrastructure development in an economy that is seeking breakneck growth like Indonesia.?

With economies in the US and Europe faltering, Indonesia has emerged as a relative beacon of stability, thanks largely to its natural resource wealth and strong domestic consumption. Investment is now at a record-high $20 billion, with growth for 2011 expected to reach 6.4 percent.?

There's a fresh, sweaty, honest, unpretentious air to it, and when they part, with Glen on his way to spend a year working in Portland, Oregon, we genuinely believe that something like love has come into their yearning lives.

Writer-director Andrew Haigh has a delicate, sensitive touch, and this is appealing as a simple peek into modern romance... but there's a sense of wishful thinking -- or even desperation -- that I suspect is not intended here.

There's a deceptive simplicity to British writer-director Andrew Haigh's poignant, fluent character study, which has already earned comparisons to Before Sunrise.

Haigh treats his subject matter with matter-of-fact realism. If this is a new voice on the British film scene, it's a refreshingly adult one.

It is a tender, humane film, with an easy, unforced cinematic language: a film that doesn't need to try too hard.

Haigh's film is written with a shrewd, unpretentious feel for the way young people behave when they're getting to know each other, shot with a keen eye for urban solitude, and completely nails its seemingly modest tasks...

Haigh, writing, directing and producing, drives through the meeting-cute introductions and the medium-molten sex scenes as if they were merely marks on the map, to follow the simple, complex arc of an evolving love affair.

Impressively directed and superbly written, this is an emotionally engaging and strikingly naturalistic romantic drama with terrific central performances from newcomers Tom Cullen and Chris New.

A remarkable film that signals an exciting new voice in the LGBT landscape.

Sexy, provocative, engrossing and occasionally ornery, it should appeal to anyone whose curiosity about someone new has provoked them to question their own identity.

Terrific low-key turns from the two leads inject their growing bond with genuine emotion, making this a love story that will get under the skin of romantics everywhere.

Cullen and New are British stage actors with little background in film. Haigh's only previous film was a documentary. Perhaps because they don't feel bound by a set of rules, they've created one of the year's most enjoyable surprises.

Weekend is the year's wittiest hymn to romance.

Weekend might be a small film recounting an intimate relationship, but it speaks to the grandest of ideas.

"Descendants" supporting cast on Clooney, Payne (Reuters)

LOS ANGELES (TheWrap.com) ? It's nerve-wracking to act alongside George Clooney -- and he knows it.

Wednesday night following TheWrap's screening of "The Descendants" at the Landmark Theater, actors Shailene Woodley, Judy Greer, Matthew Lillard and Nick Krause -- along with producer Jim Burke -- talked about working with the film's leading man on the family drama.

"It was a challenge to be in some feisty arguments with him. He's a good arguer," Woodley said during TheWrap Awards Screening Series discussion moderated by Editor-in-Chief Sharon Waxman.

The 20-year-old actress, who plays the rebellious older daughter of Clooney's character, is up for Golden Globe, Independent Spirit and SAG Awards, and recently won a National Board of Review prize for her role in the film.

"He goes out of his way to make you feel comfortable as an actor," Woodley said. "It was exciting for me to learn from him, and have to raise the bar and rise to the occasion."

For his role in "The Descendants," Clooney recently won the National Board of Review Award for Best Actor and has been nominated for a SAG Award.

For their own part, Woodley, Greer and Lillard -- along with Clooney, Beau Bridges and Robert Forster -- have been nominated for the SAG Award for Outstanding Performance by a Cast in a Motion Picture. Nominations were announced Wednesday morning.

"I read about it on TheWrap," said Lillard, who was on crutches following surgery a couple of days earlier.

Lillard revealed that he almost didn't audition for the role of real estate agent Brian Speer in Alexander Payne's film.

"I've been in most of the bad movies ever made," said the actor, who is best known for his roles in "Scream" and "Scooby Doo." "I had no confidence whatsoever that I'd get the part. A script of this ilk is not in my wheelhouse."

"My biggest fear was that I'd be the joke of the film," he added.

The actor who earns the most laughs in "The Descendants" is actually Krause, who plays the happy-go-lucky teen Sid. Krause said he taped his early video audition for the role on a cell phone.

"I have it somewhere, but it's pretty embarrassing," he said.

Woodley said she found out she landed the role of Alex King after getting a phone call from Payne.

"I have the voicemail saved still," she said.

The actors and Burke raved about the directorial skills of Payne, who is up for two Golden Globes.

"He's so intimate, standing there next to the camera, he's a part of a scene almost," Greer said, recalling one of the film's final scenes. "When he says, 'Cut,' it doesn't feel like the mood changes."

New operating system for space: High-tech tycoons (AP)

SEATTLE ? The tycoons of cyberspace are looking to bankroll America's resurgence in outer space, reviving "Star Trek" dreams that first interested them in science.

Microsoft co-founder Paul Allen made the latest step Tuesday, unveiling plans for a new commercial spaceship that, instead of blasting off a launch pad, would be carried high into the atmosphere by the widest plane ever built before it fires its rockets.

He joins Silicon Valley powerhouses Elon Musk of PayPal and Jeff Bezos of Amazon.com Inc. in a new private space race that attempts to fill the gap left when the U.S. government ended the space shuttle program.

Musk, whose Space Exploration Technologies will send its Dragon capsule to dock with the International Space Station in February, will provide the capsule and booster rocket for Allen's venture, which is called Stratolaunch. Bezos is building a rival private spaceship.

Allen is working with aerospace pioneer Burt Rutan, who collaborated with the tycoon in 2004 to win a $10 million prize for the first flight of a private spaceship that went into space but not orbit.

Allen says his enormous airplane and spaceship system will go to "the next big step: a private orbital space platform business."

The new system is "a radical change" in how people can get to space, and it will "keep America at the forefront of space exploration," Allen said.

Their plane will have a 380-foot wingspan ? longer than a football field and wider than the biggest aircraft ever, Howard Hughes' Spruce Goose.

It will launch a space capsule equipped with a booster rocket, which will send the spacecraft into orbit. This method saves money by not using rocket fuel to get off the ground. The spaceship may hold as many as six people.

"When I was growing up, America's space program was the symbol of aspiration," said Allen, who mentioned his love of science fiction and early human spaceflights. "For me, the fascination with space never ended. I never stopped dreaming what might be possible."

For those attracted to difficult technical challenges, space is the ultimate challenge, Allen said.

"It's also the ultimate adventure. We all grew up devouring science fiction and watching Mercury and Gemini, Apollo and the space shuttle. And now we are able to be involved in moving things to the next level," he said, adding that he admires people like Simonyi who have gone into space to experience it.

Allen is not alone in having such dreams, and the money to gamble on making them come true.

Bezos set up the secretive private space company Blue Origin, which has received $3.7 million in NASA start-up funds to develop a rocket to carry astronauts. Its August flight test ended in failure.

"Space was the inspiration that got people into high-tech ... at least individuals in their 40s and 50s," said Peter Diamandis, who created the space prize Allen won earlier and is a high-tech mogul-turned space business leader himself. "Now they're coming full circle."

Diamandis helped found a company that sends tourists to space for at least $25 million a ride, and seven of the eight rides involved high-tech executives living out their space dreams. One is a former Microsoft colleague of Allen's, Charles Simonyi, who paid at least $20 million apiece for two rides into orbit and attended Allen's Tuesday news conference, saying he wouldn't mind a third flight.

"Space has a draw for humanity," not just high-tech billionaires, Simonyi said, but he acknowledged that most people don't have the cash to take that trip.

Space experts welcome the burst of high-tech interest in a technology that 50 years ago spurred the development of computers.

"Space travel the way we used to do it has a `50s and `60s ring to it," said retired George Washington University space policy professor John Logsdon. "These guys have a vision of revitalizing a sector that makes it 21st century."

But Logsdon said the size of the capsule and rocket going to space seemed kind of small to him, only carrying 13,000 pounds. It didn't seem like a game-changer, he said.

Stratolaunch's air-launch method is already used by an older rocket company, Orbital Sciences Corp., to launch satellites. It's also the same method used by the first plane to break the sound barrier more than 50 years ago.

Stratolaunch, to be based in Huntsville, Ala., bills its method of getting to space as "any orbit, any time." Rutan will build the carrier aircraft, which will use six 747 engines. The first unmanned test flight is tentatively scheduled for 2016.

NASA, in a statement, welcomed Allen to the space business, saying his plan "has the potential to make future access to low-Earth orbit more competitive, timely, and less expensive."

Unlike its competitors, Allen's company isn't relying on start-up money from NASA, which is encouraging private companies to take the load of hauling cargo and astronauts to low Earth orbit and the International Space Station. The space agency, which retired the space shuttle fleet earlier this year, plans to leave that more routine work to private companies and concentrate on deep space human exploration of an asteroid, the moon and even Mars.

Allen said his interest comes not just because of the end of the shuttle program or changes in government funding for space, but he does see an incredible opportunity right now for the private sector to move the needle on space travel.

Allen's company is looking at making money from tourists and launching small communications satellites, as well as from NASA and the Defense Department, said former NASA Administrator Michael Griffin, a Stratolaunch board member who spoke at a Tuesday news conference.

Just three months ago, Griffin was testifying before Congress that he thought the Obama administration's reliance on private companies for space travel "does not withstand a conventional business case analysis."

This is different because it's private money, with no help or dependence on government dollars, said Griffin, who served under President George W. Bush.

Allen and Rutan collaborated on 2004's SpaceShipOne, which was also launched in the air from a special aircraft in back-to-back flights. Sir Richard Branson's Virgin Galactic licensed the technology and is developing SpaceShipTwo to carry tourists to space. But Allen's first efforts were more a hobby, while this would be more a business, Logsdon said.

SpaceShipOne cost $28 million, but this will cost much more, officials said.

Allen left Microsoft Corp. in 1983, and has pursued many varied interests since then. He's the owner of the Seattle Seahawks football team as well as the NBA's Portland Trailblazers. He also founded a Seattle museum that emphasizes science fiction.

Allen said this venture fits with his technology bent.

"I'm a huge fan of anything to push the boundaries of science," Allen said.
