Android App ? Google Field Trip

What is Google Field Trip? The short answer is, an app that tells you when you are near something interesting.

The Play store description:

Now currently, this app is for our friends across the pond in the USA?sorry UK :(

Personally I like the UI, and think the app could be quite useful when on a ?Field Trip? (or Holiday?) I only installed the App earlier, so it is too early to tell if there is a significant impact on battery life.

An iOS version is on the cards too.

Chile manufacturing, copper output leaps, jobless falls

SANTIAGO - Chile's manufacturing and copper output soared in August from July and the country's jobless rate sank to its lowest in six months, buoyed by domestic consumption and increased import demand, primarily from Brazil and the US, the government said on Friday.

Chile's stronger-than-expected economic performance has helped drive its peso currency up more than 9.5% against the US dollar this year. Together with the Hungarian forint, it ranks as the strongest performer against the dollar among the 152 currencies tracked by Reuters.

Early Friday, after the release of the surprisingly strong production data, the central bank warned it was not ruling out intervening in the foreign exchange market, which it did last year, to stem the peso's rise.

Following the remarks, the peso retreated against the dollar, and was trading about 0.6% lower on the day at about 474 to the dollar. Manufacturing output increased a seasonally adjusted 6.8% in August from July and rose a larger-than-forecast 3.6% from a year earlier on improved domestic and external demand conditions, according to the National Statistics Institute (INE) report on Friday.

Chile's jobless rate for the June to August period fell to 6.4% on jobs in public administration and defense, teaching and mining, easing from May to July's 6.5% level to its lowest since December to February's 6.4% rate. 'We think the data released today shows favorable growth in local activity and doesn't display evident signs of contagion on the back of international problems,' BICE Inversiones said in a note to clients.

Copper is the backbone of the Chilean economy, making it highly export-dependent. But so far it has resisted the fallout of euro zone debt woes and slowing demand from China, its leading copper customer, better than previously forecast.

INE cited improved conditions for 'external demand are explained by the exports of products like salmon and trout, mainly to Brazil and the US.'

Domestic demand was boosted by the use of metal-based products, such as railings and fences, in real estate projects, it added.

A low unemployment rate, brisk domestic demand and strong economic activity, weighed against a threatening global backdrop, are seen pressuring the bank to keep its key interest rate at 5% in the near future, and not reduce it to stimulate economic growth, as has been the case recently in Latin American peers Colombia and Brazil.

The central bank is seen holding the rate at 5% again at its monetary policy meeting on October 18, and it is also seen at that level in three and six months, the bank's fortnightly poll of traders showed on Wednesday.

A Reuters poll had seen manufacturing output growth at 1% in August from a year ago on waning external demand and a strong domestic currency exporters say dull their competitive edge globally. The unemployment rate was forecast to have remained unchanged at 6.5 percent, according to the median response of ten analysts and economists polled by Reuters.

COPPER OUTPUT JUMPS

Chile lynchpin copper output jumped in August, both compared with the same month of last year and with July 2012. Chile produced 462 643 t of copper in August , jumping 7.8% from the same month a year earlier due to a low base of comparison and a higher current productive capacity, the government also said on Friday.

Copper output in August of last year was hit by the tail-end of a massive strike at world No 1 copper deposit Escondida, majority owned by BHP Billiton.

Production of the metal rose 11.7% in August 2012 from a month earlier, boosted by higher rates of mineral-processing and better ore grades, the INE added.

Red metal production reached 414 339 t in July, a 9.8% jump from the same month a year earlier, also due to a low base of comparison and higher productive capacity, the government said last month. But copper output sank 8.5% in July compared with June on the maintenance of conveyer belts and grinding equipment.

Chile, which produces around a third of the world's copper, is struggling to boost its key copper production despite stubbornly dwindling ore grades in old mines, labour action, energy woes and operational troubles.

The Andean country produced 3.52-million tons of copper in the January to August period, a 4% increase from the same period of 2011.

Chile is seen mining 5.4-million tons this year, significantly down from a previous projection of 5.7-million tons.

But analysts and industry players are increasingly questioning whether Chile will be able to meet its ambitious mining production and investment aims. 'Considering that no new operations are due to start before year-end, maintaining August's rhythm would mean an annual output of 5.34-million tons ( 1.5% year-on-year), which is difficult if one takes into account Collahuasi's problems and generalised decreases in ore grades,' said Pedro Fuenzalida, a senior analyst with LarrainVial in Santiago.

Collahuasi, the world's No 3 copper mine, expects its red metal output to improve in the second half of the year versus the first six months, but its full-year output will likely still be below last year's, as lower ore grades and accidents hit operations.

(AP) ? The mystery surrounding the man behind the crudely produced anti-Islamic video that sparked violence in the Middle East deepened when he appeared in court and identified himself by yet another name.

Arrested on Thursday in Los Angeles after authorities said he violated his probation from a 2010 check fraud conviction, Nakoula Basseley Nakoula told a judge his real name was Mark Basseley Youssef. He said he had been using that name since 2002, even though he went by Nakoula in his fraud case.

Court documents filed in Orange County Superior Court show he was granted a name change petition in 2002 and legally changed his name to Mark Basseley Youssef because "Nakoula is a girl's name and it cause me troubles."

On Friday, federal prosecutors said court documents will now reflect Youssef's real name. Assistant U.S. Attorney Robert Dugdale said Youssef didn't give that name when he was charged two years ago. Also, he had a driver's license under Nakoula, authorities said.

"He did not provide his true legal name at the time of prosecution," Dugdale said.

The full story about Youssef and the video "Innocence of Muslims" still isn't known more than two weeks after violence erupted in Egypt and elsewhere in the Arab world where at least 50 people have died in protests related to the film.

Citing a lengthy pattern of deception and the potential to flee, U.S. Central District Chief Magistrate Judge Suzanne Segal ordered Youssef to remain in prison without bond until another judge can hold a hearing to determine if he broke the terms of his probation.

"The court has a lack of trust in this defendant at this time," Segal said.

Prosecutors noted Youssef had eight probation violations, including lying to his probation officers and using aliases. He could face new charges that carry a maximum two-year prison term.

After his 2010 conviction, Youssef was sentenced to 21 months in prison and was barred from using computers or the Internet for five years without approval from his probation officer, though prosecutors said none of the violations involved the Internet. He also wasn't supposed to use any name other than his true legal name without the prior written approval of his probation officer.

Three names, however, have been associated with Youssef this month alone.

The movie was made last year by a man who called himself Sam Bacile. After the violence erupted, a man who identified himself as Bacile spoke to media outlets including The Associated Press, took credit for the film and said it was meant to portray the truth about Muhammad and Islam, which he called a cancer.

The next day, the AP determined there was no Bacile and linked the identity to Nakoula Nakoula, a former gas station owner with a drug conviction and a history of using aliases. Federal authorities later confirmed there was no Bacile and that Nakoula was behind the movie.

Some of the false statements in Youssef's alleged probation violations had to do with the film, Dugdale said. Youssef told probation officials his role was just writing the script, and denied going by the name Sam Bacile in connection with the film, Dugdale said.

Before going into hiding, Youssef acknowledged to the AP that he was involved with the film but said he only worked on logistics and management.

Youssef, a Christian originally from Egypt, then went into hiding after he was identified as the man behind the trailer, which depicts Muhammad as a womanizer, religious fraud and child molester. He met with federal probation officials two weeks ago, was led out of his home in suburban Cerritos in the middle of the night, flanked by Los Angeles County sheriff's deputies and cloaked in heavy clothing to protect his identity.

Youssef came out of hiding Thursday for his court appearance, although the news media were banned from the courtroom and reporters had to watch the proceedings on a TV in a nearby courthouse. No photos were allowed.

Youssef wore beige pants and a collared shirt when he was led into the courtroom handcuffed and shackled. He appeared relaxed, smiling at one point before the hearing and conferring with his attorney.

Youssef's attorney, Steven Seiden, sought to have the hearing closed and his client released on $10,000 bail. He argued Youssef has checked in with his probation officer frequently and made no attempts to leave Southern California.

Seiden was concerned that Youssef would be in danger in federal prison because of Muslim inmates, but prosecutors said he likely would be placed in protective custody.

Lawrence Rosenthal, a constitutional and criminal law professor at Chapman University School of Law in Orange, said it was "highly unusual" for a judge to order immediate detention on a probation violation for a nonviolent crime, but if there were questions about Youssef's identity it was more likely.

"When the prosecution doesn't really know who they're dealing with, it's much easier to talk about flight," Rosenthal said. "I've prosecuted individuals who'd never given a real address. You don't know who you're dealing with, and you're just going to have very limited confidence about their ability to show up in court."

Enraged Muslims have demanded punishment for Youssef, and a Pakistani cabinet minister has offered a $100,000 bounty to anyone who kills him.

First Amendment advocates have defended Youssef's right to make the film while condemning its content. Federal officials likely will face criticism from those who say Youssef's free speech rights were trampled by his arrest on a probation violation.

In arguing that Youssef is a possible flight risk, Dugdale said Youssef couldn't even reveal something as fundamental as his real name.

"He's a person who simply can't be trusted," he said.

(AP) ? BlackBerry-maker Research In Motion posted another large loss in the second quarter on Thursday but not as bad as analysts expected.

RIM's stock surged more than 18 percent to $8.44 in after-hours trading.

The company reported Thursday that it lost $235 million, or 45 cents a share, in its fiscal second quarter, which ended Sept 1. That compares with a profit of $419 million, or 80 cents per share, a year ago.

RIM reported revenue of $2.9 billion.

Analysts polled by FactSet expected a loss of 47 cents on revenue of $2.49 billion.

RIM said it shipped 7.4 million BlackBerry smartphones in the quarter, down from 10.6 million in the same period last year. Some analysts predicted RIM would ship about 6.4 million as the company prepares to launch new BlackBerrys deemed critical to its survival.

The Canadian company has struggled in recent years to compete with flashier phones like Apple's iPhone and phones running Google's Android software. RIM is banking its future on its much-delayed BlackBerry 10 platform, which is meant to offer the multimedia, Internet browsing and apps experience that customers now demand. The new smartphones are due out early next year.

RIM no longer gives guidance but said in a release it expects "continued pressure on operating results for the remainder of the fiscal year."

"Despite the significant changes we are implementing across the organization, our second quarter results demonstrate that RIM is progressing on its financial and operational commitments during this major transition," chief executive Thorsten Heins said in a statement.

"Make no mistake about it, we understand that we have much more work to do, but we are making the organizational changes to drive improvements across the company, our employees are committed and motivated, and BlackBerry 10 is on track to launch in the first calendar quarter of 2013."

Jefferies analyst Peter Misek said RIM did a great job in the quarter, considering the challenges it faced. He noted, however, that doesn't account for much because the new smartphones are not out yet.

"They are driving sales in emerging markets and we think they will continue to lose subscribers in developed markets. It doesn't tell you anything about the long term success of the platform or the company. It's the first good quarter in how many quarters," Misek said.

OTEC internships provide practical experience and career ...

Eleven current OTEC students at OU-C are gaining valuable practical experience through internships to help them pursue careers and gain essential job skills.

Office Technology (OTEC), an Associate of Applied Business degree program on campus, teaches students administrative professional skills for careers in a variety of service or manufacturing business settings including desktop publishing, reception, payroll accounting, business analysis, medical and legal administrative assisting, and office supervision.

In addition to the course work needed to earn this degree, OTEC students are required to complete a 75 to 80 hour internship. During these internships, students get experience working in environments in their chosen career fields, while developing on-the-job skills outside of the classroom.

?I feel like the majority of jobs use computers, and Microsoft Office is used almost everywhere. So knowing how to do those helps a lot,? said Jessie Lambermont, an OTEC student. Lambermont interned at the Adena Regional Medical Center in the accounting office, where she was able to get hands-on experience working with financial spreadsheets and business office transactions.

?I learned a lot about human resources,? said Courtney Clever, an OTEC student, who interned in the Human Resources department at the Chillicothe Correctional Institute. ?I just thought it was a really good experience to get to see before I go into the workforce.?

The skills these students have received by completing an internship are something that will make them stand out to employers when entering the workforce.

Allison White, assistant professor and program coordinator for OTEC, said that the internships give students a strong addition in the employment section of their resumes by showing they have experience in their chosen career field.? This, in conjunction with an Ohio University degree and a variety of certifications earned along the way will make them strong contenders. She added that students receive an evaluation letter from their internship site supervisors upon completion of their hours, and many times these evaluations come in the form of a letter of recommendation.

White also added the importance of the connections formed during these internships that help students who are just starting their careers develop strong networks.

?It is certainly my hope and theirs that by introducing themselves to the community they are building a network, and it gives them the chance if they have had no job experience at all or perhaps no experience in the business field to get something on their resumes that says I?ve done this, I?ve built this skill,? said White.

Clever will be graduating in the spring and has started to look back to her internship and her internship supervisor, Bonnie Hall, as a resource.

?I really would like to get a full-time job at CCI,? said Clever. ?I?ve been talking to Bonnie and learning all the different things she does.? I would like to do something along the lines of what she did; she has inspired me to see all the different kinds of tasks they have to do daily, the multitasking and everything.?? I thought her job just seemed really interesting.

Many students who complete internships set their goals higher and plan on building upon their associate degrees and also pursuing their bachelor?s degrees.

Lambermont plans to attend Franklin University and earn her bachelor?s online with an emphasis on forensic accounting.

?I?m hoping to take my education further and obtain my bachelor?s degree in business management,? said Angie Conkel, an OTEC student who interned with the Ross County American Red Cross. ?My husband and I have discussed several times opening up a small restaurant, a ?mom and pop? type of business.??

With the amount of success these students have achieved during their internships, they hope to inspire other students who wish to continue down a similar education path.

?I think that [the internship] helps you in every way possible, and it opens you up to a lot of different opportunities,? said Clever.

While the program can be challenging, students feel that the hard work pays off in the end.

??I wouldn?t say it is simple because there are hard things about it, but you can pretty much do anything customer service wise, rep wise, be an administrative assistant or secretary. There is so much you can do with this degree and there is so much you can learn,? said Lambermont.

Uruguay lawmakers vote to legalize abortion

MONTEVIDEO, Uruguay (AP) ? Legislators have voted in Uruguay by a razor-thin margin to legalize abortion.

In Latin America, where the majority of people are Catholic, no country except Cuba has made abortions accessible to all women during the first trimester of pregnancy.

The vote in Uruguay's Chamber of Deputies was 50-49 just before midnight Tuesday after several lawmakers on each side of the debate said they could not in good conscience go along with their parties, and allowed substitutes to vote in their stead.

President Jose Mujica says he will allow it to become law, if the Senate approves the changes. The Senate already has approved an even more liberal version of the abortion measure.

The Chamber of Deputies' legislation would give women the right to a legal abortion during the first 12 weeks of pregnancy, and decriminalize later-term abortions when the mother's life is at risk or when the fetus is so deformed that it wouldn't survive after birth. In cases of rape, abortions would be legal during the first 14 weeks.

Deputy Pablo Abdala of the opposition National Party vowed Wednesday to promote a popular referendum to overturn the law, if Mujica doesn't veto it, calling the measure a violation of human rights.

However, polls suggest many more Uruguayans favor abortion rights than oppose them.

A survey this month showed 52 percent of Uruguayans would vote to legalize abortion if the question were put to the people, while 34 percent would vote against it. The survey of 802 people nationwide by the CIFRA consulting firm had a 3.4 percentage point margin of error.

Abortion rights advocates were disappointed by compromises made to secure the votes, including a requirement that women seeking abortions justify their request before a panel of at least three professionals ? a gynecologist, psychologist and social worker ? and listen to advice about alternatives including adoption and support services if she should decide to keep the baby. Then she must wait five more days "to reflect" on the consequences before the procedure.

Such bureaucratic barriers will only delay the procedures and force more women to seek illegal and dangerous abortions elsewhere, they said. Abortion rights advocates also were upset by a clause preventing any woman who hasn't lived in the country for at least a year from obtaining abortions in Uruguay.

"This is not the law for which we fought for more than 25 years," complained Marta Agunin, who directs Women and Health, a non-governmental organization in Uruguay.

Her group staged a colorful protest outside Congress during the debate and more than a dozen women posed in the nude in extremely cold weather, their bodies painted orange with purple flowers.

Deputy Alvaro Vega with the ruling Broad Front coalition said it would be better to simply eliminate criminal penalties for first-term abortions, and leave such decisions up to individual women alone. But in the end, every member of the lower house who supports abortion rights voted in favor of the measure.

The goal is to reduce the number of illegal abortions in Uruguay, said Deputy Ivan Posada of the small center-left Independent Party, who authored the measure and provided the key tie-breaking vote.

"They talk of 30,000 a year, a hypothetical number, but whatever the number is, it's quite dramatic for a country where 47,000 children are born each year," Posada explained in an Associated Press interview.

The review panel should obtain the father's point of view, but only if the woman agrees. Women under 18 must show parental consent, but they can seek approval from a judge instead if they're unwilling or unable to involve their parents in the decision.

The measure also allows entire private health care institutions, as well as individual health care providers, to decline to perform abortions.

Opponents include Uruguay's Catholic and evangelical institutions, which along with public hospitals provide much of the available health care in Uruguay.

Cuba, which decriminalizes abortions in the first 10 weeks of pregnancy, is the only country in Latin America where legal abortion is common. Argentina and Colombia allow it only in cases of rape or when the mother's life is endangered. Colombia also allows it when there is proof of fetal malformation. Mexico City has legalized first-trimester abortions, but there are restrictions in most other parts of the country.

Many countries ban abortions under any conditions.

Some conservatives reconsider funding Akin in Missouri Senate race

KANSAS CITY, Missouri (Reuters) - Within hours of a deadline to withdraw from the race, Missouri U.S. Senate hopeful Todd Akin appeared determined to stay in and he received a boost with news that some Tea Party-linked conservatives are considering giving him financial support.

Akin has come under pressure to quit from fellow Republicans over his controversial remarks on rape. In a sign of defiance, Akin was due to start a bus tour across the state on Tuesday to emphasize he will not file a motion with a local court by a 5 p.m. deadline to quit the race.

The Missouri senate race is a crucial one for Republicans who need a net gain of four seats to ensure a majority in the U.S. upper house.

Akin was pilloried, and top Republicans including presidential candidate Mitt Romney asked him to step down, after he said in August that women have natural defenses against pregnancy from "legitimate rape." Major Republican donors cut off funding for his campaign in an effort to force him out.

Before the rape comments, Akin had a much as a double-digit lead in polls over incumbent Democratic Senator Claire McCaskill, who is unpopular in a state trending conservative.

After the comments, Akin's support sank and the latest Real Clear Politics average of polls shows McCaskill with a lead of about five points.

Akin's determination to stay in the race has stirred speculation about whether Republican groups who pulled funding from his campaign will now return to his side.

"Round 2 starts at tonight at 5:01 and money will come back to him," said Roy Temple, a Democratic consultant who has worked on many statewide campaigns but is not employed by McCaskill. "If they think he can will, they will put in whatever money it takes."

The Senate Conservatives Fund, backed by U.S. Senate Tea Party kingmaker Jim DeMint of South Carolina, is considering backing Akin now that he will stay on the ballot, fund director Matt Hoskins said. Hoskins sent an email Tuesday to the fund's 100,000 or so members asking if Akin should get support.

"Congressman Akin may still be able to win this race even after all of the attacks from the liberal media and the Republican establishment," Hoskins said in the email, a copy of which was given to Reuters.

"This isn't the first time the Republican establishment has attacked and abandoned a conservative nominee... but we've helped candidates win races without their support before, and we can do it again if we're willing to fight," Hoskins wrote.

The Senate Conservatives Fund has donated as much as $2.1 million to Senate candidates around the country this year, with the top amount going to Ted Cruz in Texas, who supports the Tea Party cause of reducing the size of the federal government, according to the fund's website.

The National Republican Senatorial Committee has formally withheld support for Akin. On Sunday, Republican party chairman Reince Priebus vowed on ABC's 'This Week' that "we're not going to play in Missouri with Todd Akin."

Caitlin Legacki, spokeswoman for the McCaskill campaign, said she doesn't expect the candidate's message to change with the passing of the deadline for Akin to withdraw.

"There has been no shortage of distinctions drawn between Claire McCaskill and Todd Akin," Legacki said Tuesday. "We will continue working as if we are running from behind."

New center collaborates with Intel and Society for Science & the Public to drive broad public engagement by combining humanities, arts and sciences

A new center that brings together writers, artists, scientists, engineers and others to cultivate a network of imaginative thinkers to reignite humanity?s grand ambitions for innovation and discovery has opened at Arizona State University.

The goal of ASU?s Center for Science and the Imagination is to leverage the talent of ASU?s faculty and encourage researchers across disciplinary and institutional boundaries to take creative approaches and create broad public engagement around scientific challenges.

Ed Finn has been appointed director of the center. He joined the ASU faculty as an assistant professor with a joint appointment in the School of Arts, Media and Engineering and the Department of English.

?This center seizes a unique opportunity in higher education to bring great minds together,? Finn said. ?We will encourage writers, scholars, designers, artists, engineers and researchers from many disciplines to ask challenging questions and collaborate radically to re-imagine technologies and discoveries just visible over the horizon.?

The Center for Science and the Imagination has two flagship projects, Hieroglyph and Tomorrow Project USA.

Hieroglyph

Building on a partnership with a group of science fiction writers led by Hugo Award winner Neal Stephenson, Hieroglyph is a collaboration between writers and scientific researchers. Its goal is to create techno-optimistic visions of the near future based on technologies and concepts that already are or will soon be realized.

Co-editors Finn and Kathryn Cramer, an award-winning science fiction anthologist, writer and critic, will produce an anthology of near-future narratives from Stephenson and other high-profile authors under contract with HarperCollins. Writers will work with scientists, engineers and others to advance their visions, sharing work in progress and ongoing conversations on hieroglyph.asu.edu. This website will invite researchers, students and the general public to engage with the narratives and one another, as well as to contribute their own responses.

Tomorrow Project USA

The goal of Intel?s Tomorrow Project is to have conversations about the future so that we can make that future better. To further this goal and share productive, science-based conversations with new audiences, Intel is collaborating with the Center for Science and the Imagination. ASU?s new center will host Tomorrow Project USA, a platform for globe-spanning, science-based discussions fueled by a writing competition open to college students everywhere.

?To imagine a better future and then build it, we need to change the story we are telling ourselves about the future we want to live in,? Brian David Johnson said. ?Together with the Center for Science and the Imagination and the Society for Science & the Public, we will explore the kind of futures we want to work toward.?

Working in collaboration with Intel and the Society for Science & the Public, ASU will run an innovative writing competition geared at college students worldwide, asking them to contribute science fiction stories and essays on the theme of green dreams and sustainable futures.

?The Society has provided some of the world?s leading science resources and competitions since its launch in 1921, including the Science News family of publications and the Intel International Science and Engineering Fair, to be held in Phoenix in 2013,? Marincola said. ?These programs provide a tremendous reach to students and the general public and a unique platform to help meet the goal of the Tomorrow Project to foster productive, science-based conversations about the future.?

The Tomorrow Project anthology will be distributed free in print and online through the new website us.tomorrow-projects.com that also will feature interviews and video conversations among scientists, engineers, writers and members of the public. Submissions will be accepted on the site until Dec. 1, 2012 with the winners announced in early spring and a finished anthology distributed at Emerge, Feb. 28 through March 2, 2013.

Operated by a team of dedicated volunteers, the Southern Nevada Parrot Education, Rescue & Rehoming Society (SNPERRS) focuses on the rescue and rehoming of parrots, many of which are donated by owners who are no longer in the position to care for them. The ongoing economic crisis in the United States has led to an unprecedented number of home foreclosures, leaving many household pets homeless as families move into rented lodgings or are taken in by other family members or friends. This has led to an influx of birds looking for new homes, making the services of the SNPERRS invaluable.

SNPERRS staff members understand that making the decision to rehome a beloved pet bird is very difficult for both owner and pet, and birds are admitted to the rehoming program only upon the written consent of the owner. While there is no set fee for donating a bird, owners should be aware that each bird admitted to the program undergoes a thorough checkup by an avian veterinarian as part of the procedure, so monetary donations are most welcome. Adoption fees are also kept low and are used to offset veterinarian fees in an effort to ensure a self-sustaining non-profit program. Some owners may choose to donate their parrot because the bird has behavioral issues. In these cases the SNPERRS offers to assist in modifying the bird?s behavior with the goal of keeping it in the home.

Once a bird has been signed over to the society it will initially be placed in a foster home where it will have the opportunity to acclimatize to its new environment and socialize with its foster family. Potential adopters must allow a home visit by the society?s rehoming committee to ensure the bird?s environment is suitable and that the family adopting the bird is familiar with its needs. New owners are asked to send reports of how the bird has settled into its new home and any interesting experiences or interactions they have had with their new feathered family member.

In a recently published interview, executive director of SNPERRS Madeleine Franco noted that since 2007 the society has rehomed more than 100 birds and assisted as many with correcting behavioral problems, helping them to remain with their original owners. She pointed out that giving up a pet can be a traumatic process for both owner and bird as parrots are unique creatures with their own personalities. It is also difficult for a bird to adapt when its owner dies. Whatever the reason for a bird needing a new home, foster families play a crucial role in nurturing and resocializing birds, knowing as they do that their home is a temporary arrangement while a new home is sought. Foster families are clearly very special people stepping in to make the rehoming procedure a more positive experience for parrots in need.

To some Republican kibitzers, ?going rogue? means unleashing Rep. Paul Ryan, Mr. Romney?s running mate and a relative youngster who seemed to bring some pizzazz to an otherwise staid ticket.

?They not only need to use [Ryan] out on the trail more effectively, they need to have more of him rub off on Mitt because I think Mitt thinks that way but he?s gotta be able to articulate that?. I think too many people are restraining him from telling [his vision],? Wisconsin Governor Scott Walker told a radio interviewer Friday.

Where?s the evidence of Romney?s so-called ?bold choice? in picking Ryan? others ask.

?Even in Wisconsin, I think he?s being underused,? Charlie Sykes, the radio host who interviewed Gov. Walker, told Politico. ?I guess what?s frustrating is especially now that we?re embroiled in this conversation about the makers versus the takers, where is Paul Ryan? He is eloquent, he knows the numbers, he can frame this in a very compelling way. The fact that he is not front and center on some of this is, I think, a lost opportunity.?

COMMENTARY: Why does this WI Dem hate jobs, green energy?

Clark: Turning out the lights.

President Barack Obama talks endlessly of the need to invest in America?s infrastructure, but when American Transmission Company proposed to do just that, state Rep. Fred Clark, a fellow Democrat, went nuts.

ATC proposes updating the electric power grid and connect wind turbines in the Dakotas, through Minnesota to Wisconsin and parts east. Key to the initiative is the roughly 150-mile Badger-Coulee line, part of a series of transmission lines that would run across northwestern Wisconsin atop 150-foot tall towers. If approved by the Public Service Commission, ATC will have the line working by 2018.

It?s got everything the president says he loves ? green energy, construction jobs and rebuilding America?s infrastructure.

So what is about the Badger-Coulee line that got Clark riled enough to author a column in his local newspaper, the Baraboo News Republic? Clark believes the line is unneeded and PSC approval should be put off. He says Wisconsin already has enough power for its needs and shouldn?t serve as a ferry for such cities as Chicago and Cincinnati.

Clark raised no similar objections in December 2010 when he discovered Gov. Scott Walker would not pursue construction of an $810 million high-speed rail line from Madison to Milwaukee.

?Madison to Milwaukee was only the first step in a regional system that would have linked Chicago and Minneapolis,? Clark?s office wrote back then, ?and could have provided rapid, reliable passenger service to Wisconsin communities such as La Crosse, Eau Claire, and Wisconsin Dells ? which is a family travel destination for more than 3 million visitors each year.?

How does Clark account for his contradictory reactions?

?Passenger rail helps meet an important need for Wisconsin travelers and commuters, and provides clear benefit,? he told us. ?We should insure that any new transmission lines provide comparable benefits before they are approved.?

Benefits are subjective, of course. Critics opposed the high-speed rail line on the basis of its poor planning and expense. Instead of running straight from Milwaukee to Madison, planners designed it around marketing, running the line through communities to create rail stations ? and political support ? along the way. It would never have approached anything like ?high-speed? except as measured against the bicycle or horse, maybe: studies showed car travel would have been the faster choice for the 90-mile journey.

Then there was the cost. The $810 million promised by the federal government was only a down payment; additional costs for operating the line would be picked up by Wisconsin taxpayers. As California is showing the rest of the country, such initiatives tend only to lead to publicly financed boondoggles.

By contrast, we don?t have to guess at the benefits of the electric transmission line: a private company is putting ups its own cash to back its assessment that the lines offer such great benefits that ATC will make a profit while moving power safely from one point to another.

That standard ? let?s call it ?the profit motive? ? isn?t the only standard, but it may be the best way to determine whether a project offers benefits.
