Guardian: Documents expose massive UK spying op

LONDON (AP) ? The Guardian newspaper says that British spies are running an online eavesdropping operation so vast that internal documents say it even outstrips the United States' international Internet surveillance effort.

The paper cited internal documents from the British spy agency GCHQ to claim that U.K. spies were tapping into scores of fiber optic cables to harvest data, including phone calls and emails.

Fiber optic cables ? thin strands of glass bundled together ? have been estimated to carry some 95 percent of the world's international voice and data traffic.

The Guardian said Friday that GCHQ is monitoring more than 200 cables, although it did not go into much detail as to their nature, their location, or how they were being tapped.

GCHQ did not immediately return messages seeking comment.

Hutong Vs. Highrise: A Photo Essay On China's Radical Urban Chrysalis

Beijing is one of the earliest still-existant cities planned around a grid: the old city is organized around a chessboard-like matrix of alleys, known as hutong, that date back at least a millenium. But as developers in Beijing scramble to built modern towers in the urban core, hutong are disappearing.

Gene transfer may play role in cancer and other diseases associated with DNA damage

Bacterial DNA may integrate into the human genome more readily in tumors than in normal human tissue, according to a new study from the University of Maryland School of Medicine's Institute for Genome Sciences. Researchers analyzed genomic sequencing data available from the Human Genome Project, the 1,000 Genomes Project and The Cancer Genome Atlas (TCGA). They considered the phenomenon of lateral gene transfer (LGT), the transmission of genetic material between organisms in the absence of sex.

Scientists have already shown that bacteria can transfer DNA to the genome of an animal. The researchers at the University of Maryland Institute for Genome Sciences found evidence that lateral gene transfer is possible from bacteria to the cells of the human body, known as human somatic cells. They found the bacterial DNA was more likely to integrate in the genome in tumor samples than in normal, healthy somatic cells. The phenomenon might play a role in cancer and other diseases associated with DNA damage. The paper was published in PLOS Computational Biology on June 20.

"LGT from bacteria to animals was only described recently, and it is exciting to find that such transfers can be found in the genome of human somatic cells and particularly in cancer genomes," says Julie C. Dunning Hotopp, Ph.D., Assistant Professor of Microbiology and Immunology at the Institute for Genome Sciences (IGS) at the University of Maryland School of Medicine and lead author on the paper. Dr. Hotopp also is a research scientist with the University of Maryland Marlene and Stewart Greenebaum Cancer Center. "Studies applying this approach to additional cancer genome projects could be fruitful, leading us to a better understanding of the mechanisms of cancer."

In the research, a team of interdisciplinary scientists and bioinformatics researchers found that while only 63.5% of TCGA samples analyzed were from tumors, the tumor samples contained 99.9% of reads supporting bacterial integration. The data presented a compelling case that LGT occurs in the human somatic genome and that it could have an important role in cancer and other human diseases associated with mutations. It is possible that LGT mutations play a role in carcinogenesis, yet it is also possible that they could simply be passenger mutations.

The investigators suggest several competing ideas to explain the results, though more research is needed for definitive answers. One possibility is that the mutations are part of carcinogenesis, the process by which normal cells turn into cancer cells. Alternatively, tumor cells are so very rapidly proliferating that they may be more permissive to lateral gene transfer. It is also possible that the bacteria are causing these mutations because they benefit the bacteria.

The study was funded by the National Institutes of Health's Director's New Innovator Award Program (1-DP2-OD007372) and the NSF Microbial Sequencing Program (EF-0826732).

"This is the type of basic science research, conducted using the analysis of much publicly available genomic data, that makes us leaders in the cutting edge field of genomic science and personalized medicine," says E. Albert Reece, M.D., Ph.D., M.B.A., Vice President for Medical Affairs at the University of Maryland and the John Z. and Akiko K. Bowers Distinguished Professor and Dean of the University of Maryland School of Medicine. "It is just this type of research that will lead us to a new world of personalized medicine, in which doctors can use each patient's genomic make-up to determine care and preventive measures. We are excited to be a part of this future with the outstanding work of our Institute for Genome Sciences."

54% of pregnant women use insecticides that are harmful to the fetus, Spanish study shows

June 20, 2013 ? Pregnancy and infancy are the periods of greatest vulnerability to the use of household insecticides. This is one of the findings of the first study of its kind to be carried out in Spain, which concludes that more than half of expectant mothers routinely use these chemical compounds.

Spanish researchers have described the use of domestic pesticides during pregnancy and the first year of life in nearly 2,500 women and children in Sabadell, Guip?zcoa and various areas of Asturias and the Valencian Community.

The study, published in Science of the Total Environment, also considers the socio-demographic and lifestyle factors most strongly linked to the use of these pesticides.

In 2003 and 2008, the authors monitored the women who agreed to take part in the project from the beginning of their pregnancy until birth and during their offspring's first few years of life.

"Pesticides are used in domestic environments to control infestations of insects or other living creatures," explains Sabrina Llop from the Higher Public Health Research Centre (CSISP) in Valencia, the leading author of the paper. "Exposure during pregnancy or infancy proves to have a negative impact on fetal growth and neurological effects, as well as increasing the risk of childhood leukemia," she continues.

The results show that 54% of pregnant women used some kind of insecticide inside the home and 15% made use of a combination of two or three methods.

45% of women used some kind of insecticide in their bedrooms: 5% throughout the whole year, 75% seasonally and 20% on an occasional basis. The most frequently used method in the bedroom was the electric device at 62%.

47% of pregnant women used insecticides in the rest of the house, 7% throughout the whole year, 67% seasonally and 26% occasionally. The most widely used method by women in other areas of the house was insecticide spray at 69%.

2% of women used other kinds of measures to control infestations in their bedrooms and 5% in the rest of the house. These other measures included cockroach traps, powder insecticide and chemical methods such as wave devices. Only 1% of women used insect repellents during pregnancy.

10% of pregnant women used outdoor insecticides, such as in gardens or vegetable plots and yards with plants: 9% every month, 14% every 2-3 months, 20% three times a year and 57% occasionally.

"These results are significant because they enable this information to be used to come up with preventive measures, especially at vulnerable stages of life," Llop affirms.

The less educated, the more pesticides

"Multiparous women, born in Spain, with a lower level of education, who have a garden, whose residence is near crops, and/or from Sabadell or Valencia are the most likely to use household pesticides," Llop asserts.

The use of these pesticides continued during their offspring's first year of life, although 20% of the women stopped using them. Sprays were the method that the participants were most likely to stop using in their bedrooms: 53% during pregnancy and 26% during infancy. In contrast, the use of the electric device remained constant.

Exposure routes

The main ways of being exposed to these substances are inhalation, skin contact and unintentional ingestion. In babies and children, ingestion of contaminated dust in the house is the most significant route of exposure to pesticides in the home.

The authors attribute this to babies spending more time at home and in general wearing fewer clothes than adults. In addition, their breathing zones are closer to the ground, where pesticide residue levels can be higher, and they are more likely to have close contact with plants, grass and other surfaces.

"Fetuses and children are especially vulnerable to pesticide exposure because their detoxification mechanisms and immune systems are not fully developed," Llop concludes.

When You Hear About a Personal Injury Lawsuit ... - Legal Cafe Blog

A personal injury is a type of harm that an individual suffers as a result of someone else?s wrongful act or omission (failure to act when they should have). The types of injuries suffered vary depending on the circumstances and can include, among others, broken bones, lost sight, severed limbs, and death. Also, the wrongful injury causing event could be something caused without fault or intentionally. An example of an unintentional harm is when somebody accidentally rear ends the car in front of them because they simply were not paying attention. This is commonly referred to as negligence. Negligence, in a nutshell, means that a person either did something or did not do something, which resulted in someone else getting hurt. The actual legal requirements are a little more complex, but this simplified explanation will work for now.

Regarding personal injuries caused by the intentional or reckless acts of others, intentional acts include rape, assault, battery, and other types of physical and emotional abuse. Examples of reckless conduct that can cause harm to innocent people are drunk driving, discharging a firearm in public or detonating explosives in public places.

Whether we are talking about personal injuries caused by negligent, intentional or reckless acts, the law generally provides that victims of such conduct who suffer harm are entitled to compensation. And in some instances, victims are also eligible to receive punitive or exemplary damages to ensure that the person or business that caused the harm in the first place does not repeat its bad conduct. More about punitive damages in a minute. For now, let us talk about injury compensation.

What can the law do for you if you have suffered personal injuries caused by someone else? In a perfect world, the need to bring a lawsuit to receive compensation for your injuries would not be necessary because the person who caused the harm would apologize and then endeavor to pay for the damage they caused. The current Court system requires, and actually prefers, that those responsible for harming someone else accept responsibility and pay to the victim reasonable compensation. Reasonable compensation includes such things as lost wages, lost future wages if the hurt person can no longer do their job, the payment of past and future medical bills, and the costs of future and ongoing care if the person can no longer care for themselves. There are additional items that constitute reasonable compensation but the list can be infinite because each person and each harm is unique.

Regarding punitive damages, the imposition of punitive damages is designed to prevent more people from getting hurt. The prevention aspect of punitive damages is to create a ?sting? to the defendant. A proper ?sting? is only effective if the defendant feels it financially. Stated differently, generally, punitive damages are determined on an ability to pay basis. So do not be surprised when you hear or read about a jury that made a big punitive damage finding because it likely means that someone got hurt real bad or died, the defendant did something really bad, and the defendant has the financial wherewithal to pay the damages.

As a public service announcement, be leery of the argument and those promoting it that customers pay when there are big punitive damages awards. This is not really accurate because safe business practices actually save money in the short and long terms. And do not forget, we live in a civilized society and quick profits should never trump personal safety and well-being. Pass it on.

Why personal injury or victim compensation lawsuits? A lawsuit is necessary because sometimes those responsible for causing harm do not take responsibility for the harm. The Court case is designed to address issues of fairness. If the bad person caused the harm, the jury is empowered by law to tell that bad person to fix it. The concept is simple and injury victims should not be frowned upon because they were forced to file a lawsuit in the first place. After all, they did not ask to get hurt.

One more thing, if you have been hurt be someone else, or you know of someone who has been hurt by someone else, make sure medical attention is the first thing on everyone?s mind. Take care of the injuries first. Worry about lawyers and lawsuits as a last resort and trust that the person or business that caused the harm will fix it. If not, then call a lawyer. To ensure that you receive what the law provides for your situation and injuries, be sure to seek the assistance of a lawyer.

Scientists explode the myth about running injuries

June 14, 2013 ? If you are healthy and plan to start running for the first time, it is perfectly all right to put on a pair of completely ordinary 'neutral' running shoes without any special support. Even though your feet overpronate when you run -- i.e. roll inwards.

There appears to be no risk that overpronation or underpronation can lead to running injuries through using neutral shoes for this special group of healthy beginners.

This is the result of a study conducted at Aarhus University which has just been published in the British Journal of Sports Medicine under the title "Foot pronation is not associated with increased injury risk in novice runners wearing a neutral shoe."

Healthy runners monitored for 12 months

Researchers have followed 927 healthy novice runners with different pronation types for a full year. All study participants received the same model of neutral running shoe, regardless of whether they had neutral foot pronation or not. During the study period, 252 people suffered an injury, and the runners ran a total of 163,401 km.

"We have now compared runners with neutral foot pronation with the runners who pronate to varying degrees, and our findings suggest that overpronating runners do not have a higher risk of injury than anyone else," says physiotherapist and PhD student Rasmus ?. Nielsen from Aarhus University, who has conducted the study together with a team of researchers from Aarhus University, Aarhus University Hospital, Aalborg University Hospital and the Netherlands.

"This is a controversial finding as it has been assumed for many years that it is injurious to run in shoes without the necessary support if you over/underpronate," he says. Rasmus ?. Nielsen emphasises that the study has not looked at what happens when you run in a pair of non-neutral shoes, and what runners should consider with respect to pronation and choice of shoe once they have already suffered a running injury.

Focus on other risk factors

The researchers are now predicting that in future we will stop regarding foot pronation as a major risk factor in connection with running injuries among healthy novice runners.

Instead, they suggest that beginners should consider other factors such as overweight, training volume and old injuries to avoid running injuries.

"However, we still need to research the extent to which feet with extreme pronation are subject to a greater risk of running injury than feet with normal pronation," says Rasmus ?. Nielsen.

Three key results

In the British Journal of Sports Medicine, the researchers point to three key results:

  • The study contradicts the current assumption that over/underpronation in the foot leads to an increased risk of running injury if you run in a neutral pair of running shoes.
  • The study shows that the risk of injury was the same for runners after the first 250 km, irrespective of their pronation type.
  • The study shows that the number of injuries per 1,000 km of running was significantly lower among runners who over/underpronate than among those with neutral foot pronation.

Turkish PM vows to stop park protests

ANKARA, Turkey (AP) ? "Lawbreakers" will be removed from Istanbul's Taksim Square, Turkey's prime minister declared Thursday, rejecting the European Parliament's resolution condemning the excessive use of force by Turkish riot police against demonstrators.

Ratcheting up his defiant tone, Prime Minister Recep Tayyip Erdogan appears determined to end two weeks of protests that have put an unflattering international spotlight on his Islamic-rooted government and its handling of the biggest street unrest of his 10-year tenure.

Erdogan's comments came a day after his Justice and Development party proposed a referendum over a development plan at Taksim Square that has fanned the protests. Police have repeatedly fired water cannons, tear gas and rubber bullets to disperse the protesters; five people have died and over 5,000 have been injured. The government says 600 police were injured as well.

"This square belongs to the people of Istanbul, the people of the whole country, and to all international visitors. So we cannot allow lawbreakers to hang around freely in this square," Erdogan told local party leaders. "We will clean the square."

Erdogan also lashed out at the European Parliament over its non-binding motion for a resolution that expressed its concern over "the disproportionate and excessive use of force" by Turkish police.

The EU assembly said it "deplores the reactions of the Turkish Government and of Prime Minister Erdogan" ? and accused him of adding to the polarization of the situation.

Just minutes before the EU legislature approved the motion in a show of hands, Erdogan thundered to raucous applause: "I won't recognize the decision that the European Union Parliament is going to take about us ... Who do you think you are by taking such a decision?"

The protests erupted May 31 after a violent police crackdown on a peaceful sit-in by activists objecting to a development project that would cut down the trees in Gezi Park, adjacent to Taksim Square, with a replica of Ottoman-era barracks.

The demonstrations then spread to dozens of cities, rallying tens of thousands of people each night, and broadened to a protest over Erdogan's overall rule.

Protesters have been objecting to what they say is the prime minister's increasingly authoritarian style and his perceived attempts to impose a religious and conservative lifestyle on a country with secular laws ? charges he rejects.

Protesters who have camped out in a peaceful sit-in in Gezi Park remained on site Thursday. Their continued presence by the hundreds has served as a base for large numbers of protesters who have congregated by the thousands on Taksim Square ? usually in the evening, after work.

Also Thursday, 26-year-old Ethem Sarisuluk ? who had been on life support for days ? was pronounced dead, according to family lawyer Sema Aksoy. He was believed to have been hit in the head by a tear gas canister June 1 during protests in Ankara, though lawyers were going to sit in on the autopsy to verity the exact circumstances leading to his death.

(AP) ? A massive storm system that started in the Upper Midwest brought soaking rains and heavy winds to the Mid-Atlantic Thursday, causing widespread power outages, flash flooding and extensive flight delays, but largely failing to live up to its fierce billing.

The severe weather was also blamed for two deaths.

The storm came and went in the Washington, D.C., area ahead of the evening rush hour, bringing winds and thunder that knocked trees onto houses, cut power to thousands of homes and traffic signals and led to the brief closure of a bridge that connects to the beaches on Maryland's Eastern shore.

Three tornadoes were reported in Maryland, though there were no immediate reports that they caused significant damage.

"The wind was pretty bad. It was just a squall that came through really fast," said Jim Estes, director of instruction at a golf driving range in Olney, a Washington suburb where one tornado was reported.

In Richmond, Va., a 4-year-old boy was fatally struck by a tree that toppled while he was visiting a park with his father. Capt. Emmett Williams of the Richmond police said the boy was crushed by an old yellow tulip poplar tree that became uprooted from rain-soaked grounds during heavy winds and rains. The father was taken to the hospital with non-life-threatening injuries. Maymont Park board member Mary Lynn Bayliss said workers with bullhorns were scrambling around the 100 acres of preserved woodlands and gardens to try to get people to safety.

Lightning from a fast-moving storm may have sparked a fire that killed a western Pennsylvania man early Thursday, the state fire marshal said.

And during an initial wave of morning storms, a 19-year-old woman who works as an intern at Plumpton Park Zoo in Rising Sun, Md., northeast of Baltimore, was struck by lightning while feeding the animals. She was being treated at a hospital after a co-worker performed CPR.

Dire predictions from forecasters, including warnings throughout the region of tornadoes and thunderstorms, led to precautions throughout several states.

Maryland transit officials briefly closed the Chesapeake Bay Bridge, a critical artery connecting the Baltimore-Washington area with Delaware and Maryland's Eastern Shore. Customers and employees of Baltimore Washington International Thurgood Marshall Airport were directed at one point to seek shelter, in a bathroom or in the lowest level of the terminal, amid the threat of tornadoes.

Flightstats.com reported that hundreds of flights were cancelled and thousands more were delayed at East Coast and Midwest airports on Thursday, with the New York-Washington corridor particularly affected.

As of Thursday night, there were about 30,000 outages in Maryland, the state emergency management agency said, and more than 300,000 in Virginia.

The Mid-Atlantic wasn't the only region to get hit Thursday. Lightning lit up the sky over Atlanta Thursday evening, as a line of thunderstorms moved through north and central Georgia. Georgia Power reported that nearly 1000,000 customers had lost power as of 8:30 p.m.

In North Carolina, weather forecasters and utility companies reported downed trees and more than 157,000 customers without power, mostly in the Piedmont region.

Still, overall, the storms appear to have caused less wind damage than was feared through early Thursday, said Bill Bunting of the National Weather Service's Storm Prediction Center in Norman, Okla. Whether they were as bad as anticipated, he said, "depends on where you live."

He said thunderstorms took longer than expected to merge into a large line that could cause widespread damage. The merger also happened farther east than expected, which limited the potential for widespread damage in Illinois and Indiana, though those states still had pockets of severe weather.

Even before merging, the individual storms remained powerful, Bunting said.

Besides reports of damaging winds and preliminary tornado sightings, the weather service has received reports of hail at least an inch in diameter in locations stretching from southeast Minnesota to Virginia, he said.

In Ohio, storms with swift, straight-line winds soaked parts of the state, knocking down trees and barns and leaving many without power Thursday as commuters dodged fallen branches on roads and faced backups at intersections where traffic lights were out.

Straight-line winds topping 70 mph were reported and more than two dozen tornado warnings were issued as two rounds of storms pummeled the state, but no twisters have been confirmed, said Phillip Johnson, who was part of the team monitoring developments for the Ohio Emergency Management Agency.

Play was suspended at the U.S. Open at Merion Golf Club outside Philadelphia less than two hours after the start of the first round and resumed about three hours later before another brief delay in the evening.

In New Jersey, officials opened the state's Emergency Operations Center on Thursday morning to monitor the storm's progress. The weather service issued a flood watch for most of the state. Forecasters predicted 1 to 2 inches of rain will fall on swollen rivers and streams. As thunderstorms rumbled across the southern and central parts of the state, thousands of residents were left without power.

In northern New York, rain sent rivers and streams over their banks, leading to evacuations and road closures.

Early Thursday morning, thunderstorms that punched through northern Illinois caused significant wind damage, mainly in rural areas west and south of Chicago. The city was largely spared. The weather service said intense winds estimated to have reached 70-80 mph in some areas snapped large trees at their trunks or uprooted them entirely.

Whether the storms were a derecho will take time to determine, forecasters said. A derecho is a storm of strong straight-line winds spanning at least 240 miles. The systems are distinctive and take on a comma or bow shape, and usually have a large area of very cold cloud tops not typically seen in an ordinary thunderstorm.

"A derecho is based more on research," said Evan Bentley, a meteorologist at the weather service office for northern Indiana. "How much damage, how widespread it was." It could take days to determine whether the storms met the criteria, he said.

Even if the storm wasn't a derecho, it still brought several tornadoes, large hail and flooding that did some damage Wednesday.

In the small town of Belmond, Iowa, about 90 miles north of Des Moines, Duwayne Abel, owner of Cattleman's Steaks & Provisions restaurant, said a tornado demolished part of the building. No one was in the restaurant at the time.

"I was, oh, eight miles west of town and I looked toward town and I could see a funnel cloud, having no idea it was exactly where our restaurant was," Abel said. His wife and an employee were able to get out of the restaurant and sought shelter in a basement.

Nearly a year ago, a derecho led to two dozen deaths, caused at least $1 billion in damage from Chicago to Washington, and left more than 4 million customers without power. Winds reached nearly 100 mph in some places.

Trump: 'Modern Family' is 'written by a moron'

TV

Let's get ready to rumble ... again!

Wednesday night saw yet another round of Twitter feuding between Donald Trump and "Modern Family" executive producer/writer Danny Zuker. Trump, who's disliked Zuker ever since he mocked the ratings of Trump's "Celebrity Apprentice" back in March, decided it was about time he took another jab at his nemesis.

Of course Zuker, who has won three Emmys for his work on the show, didn't take Trump's insults lightly. He quickly fired off a retort, telling Trump that his insults "need work," beginning a second round of unpleasant banter between the men.

Zuker also took the opportunity to attack Trump for producing his signature Macy's clothing line in China, even though Trump has been very outspoken about his disdain for the country, which he has said is destroying the U.S. economy.

The Twitter war raged on throughout Wednesday night, before Zuker finally bailed out.

This isn't the first time Trump has taken to Twitter to share his opinions. He's used the social media network to blast everyone from President Barack Obama to baseball player Alex Rodriguez, and frequently uses it to talk politics with his more than 2 million followers.

The day after his latest Twitter battle with Zuker, Trump tweeted some advice to his followers.

Unless, of course, someone attacks you on Twitter, that is!

Xbox chief: we have a product for people who can't get online, it's called Xbox 360

Xbox chief we have a product for people who can't get online, it's called Xbox 360

Did you think the Xbox 360 was being kept around just for the budget market? It turns out Microsoft's got another sort of customer in mind for the revamped last-gen hardware: the crews of nuclear submarines. Xbox chief Don Mattrick, in response to the backlash over the Xbox One requiring an internet connection, said that "fortunately, we have a product for people who aren't able to get some form of connectivity, it's called Xbox 360." As an example, he referred to a crew member on a nuclear submarine, who would be better off with the 360, as it's an "offline device." The full quotes are after the break, along with the video -- oh, and Sony's message to submarine crews too.

Panel backs introduction of digital learning in US

(AP) ? A week after President Barack Obama's call for U.S. schools to be outfitted with high-speed Internet within five years, an independent panel that studied the lack of technology at school says digital learning, including the super-fast Internet connections, can be introduced even sooner.

The LEAD Commission is finalizing a five-point plan to speed the adoption of digital learning in schools by 2016. The Associated Press obtained a copy of the panel's blueprint on Wednesday; the full plan is expected to be formally released in the coming weeks.

The commission was created in March 2012 to research the state of and figure out how to speech the introduction of technology in U.S. schools. The president of Columbia University and a former U.S. education secretary are among the panel's four co-chairmen.

Last week, Obama visited a Mooresville, N.C., middle school to see the digital learning that takes place there, including how students do their work exclusively on laptops. He also called on the Federal Communications Commission to use a program that pays for Internet access in schools and libraries through a surcharge on telephone bills to meet his goal of connecting 99 percent of students to super-fast Internet within five years, or by sometime in 2018.

"In a country where we expect free Wi-Fi with our coffee, why shouldn't we have it in our schools?" Obama said.

Most U.S. schools have Internet access, but the connections don't have enough capacity or are slow, according to the blueprint.

Like the president, the commission calls for the FCC to update its E-Rate program to pay to connect schools to high-speed Internet. Commissioner Jessica Rosenworcel said the agency could start the process of updating the program as soon as this summer.

Jim Steyer, one of the LEAD Commission's chairmen, said it would cost at least $6 billion to wire schools.

The panel will call for a public-private initiative to put laptops, tablets and other devices into the hands of all students by 2020, beginning with middle school students and making sure that low-income students and those who attend schools in poorly funded districts are included. Money that is no longer being spent to buy printed textbooks, as is the case in Mooresville, could be redirected to help pay for the devices.

The commission's other recommendations include:

?Speeding up the adoption of digital curricula, including by creating an independent certification program to identify approved, high-quality programs.

?Highlighting the work of model schools, such as in Mooresville, to encourage other schools.

?Spending more money to train teachers to use digital curricula and other technologies.

Gene Sperling, an economic policy adviser to Obama, said the blueprint is an important step toward the president's goal of "bringing classrooms across America into the 21st century and allowing our students to engage in the individualized digital learning that will help them compete in today's economy."

The commission was tasked by the Education Department and the FCC with coming up with a plan to move the U.S. education system toward digital learning to help improve student performance and help the U.S. stay competitive with other countries, such as South Korea. All classrooms in South Korea have high-speed Internet and printed textbooks are being phased out, Obama said last week.

Besides Steyer, who teaches at Stanford University and is CEO of Common Sense Media, the panel's three other chairmen are Columbia University President Lee Bollinger, former U.S. education secretary Margaret Spellings and Jim Coulter, co-founder of TPG Capital, a private equity firm.

Spellings, who served under President George W. Bush, said in an interview that the commission is trying to convey through its report that the proposed transformation of the U.S. education system "is possible and it is possible to do it in the relative near term."

Obama's education secretary, Arne Duncan, said the administration is "absolutely committed" to meeting the president's goal.

"If we don't act, we won't make the kind of progress our students deserve," he said in a statement.

Mignon Clyburn, acting FCC chairwoman, said the agency looks forward to considering the panel's recommendations.

PS Plus subscription required to play online games with PS4 ...

Plus-E3-2013

I?ve just returned to my hotel from the most entertaining conference I?ve ever seen, and there is not much bad that came from it. Not even this morsel of news whereby online gaming on PlayStation 4 requires a PS Plus subscription, as Xbox 360 requires an Xbox Live Gold subscription.

While the details of this fact were stepped over carefully during Jack Tretton?s stage presence tonight so as not to disrupt the momentum of good selling points, comparison?s between the rival services can now be made at a level playing field. ?PS+ is not required for playing PS3 games online and instead was there to offer gamers access to hundreds of dollars in great games across PS3, Playstation Network, and PS Vita for just $50.

This holiday season, anyone with a Plus subscription can add PS4 to that list with the bonus of ?having access to the online features of their games. Without Plus means no online gameplay. Although, without Plus means everything else about your PlayStation experience remains unchanged. All video services and Music Unlimited remain accessible unlike on Xbox Live without Gold.

Again, having Plus has always had the primary perk of free games by way of the Instant Game Collection for PS3 and Vita. With PS4?s launch we?ll see a special PS Plus edition of DriveClub hit PSN for free with that Plus subscription. Additionally, three of the six or so indie games announced as exclusives to PS4 will be free with Plus. These include Don?t Starve, Secret Ponchos and Outlast.

Effective privacy protection in social networks

June 11, 2013 ? Researchers are working on new methods to help them gain a better understanding of the usage habits of participants in social networks. The results will be incorporated in the development of user-friendly tools for privacy protection.

In principle, social networks such as Facebook are a good things: users can communicate with other people around the globe, contacting their closest friends in all places and at all times to share experiences with them in real time. Yet many users have problems publishing posts and photos in a way that will protect them from the undesirable side effects to their online identities. To support users' desire for "interactional privacy" -- protection of the user's private sphere in online dealings with other people -- suggested improvements have already been made for networks such as Facebook. In a practical setting, however, these improved means are either too rigid to do justice to users' multifaceted habits, or they are very complicated to manage because they try to solve a host of different problems all at the same time.

"If we want to develop truly user-friendly tools, we have to understand users better," according to Andreas Poller of the Fraunhofer Institute for Secure Information Technology SIT in Darmstadt. Together with researchers at Goethe University in Frankfurt am Main, for five years, now, he has been working on a project, "Software Design for Interactional Privacy within Online Social Networks," that will create new methods of collecting and evaluating data on usage habits in online social networks (http://dipo.sit.fraunhofer.de/). In contrast to previous studies, researchers not only want to identify the weak spots in privacy management but also want their work to support the design of more effective privacy tools.

Ingenious study design

Initially, researchers focused their attention exclusively on qualitative interviews. Since then, they have begun combining their surveys with analytical software developed at SIT to document Facebook activities by study participants (http://code.google.com/p/rose-browser-extension/). "To make sure that this tool does not influence user behavior -- as would be the case, for instance, if a study participant felt he or she was being monitored by the software -- we have intentionally designed it to give study subjects full control over their data," Poller explains. The software runs on the user's computer, and not on an external server. Content is not recorded -- only the technical functions used. A special commentary function provided by the software inserts itself into the Facebook user interface to give users an opportunity to comment directly, "on site," on their usage behavior and experiences. Data are not automatically transmitted; instead study participants must forward them to the researchers. In a form of protocol, they can first review the documentation and modify it wherever they wish.

"Thanks to the close dovetailing of the two research methods, we can interpret technical facts from the user's perspective," Poller points out. While qualitative interviews often reveal interesting aspects and statements of the problem, they cannot be implemented on a one-to-one basis in specific software design. "You also have to know what problems are specifically a result of the technology involved," Poller says. Designs developed purely on the basis of technological expertise, on the other hand, lack any reference to users' habits. A knowledge deficit about the ways in which people and technology interact can also lead to false conclusions -- as in the case of the "privacy paradox" in which users indicate that they attach great importance to their privacy but have selected very open settings for their Facebook account. "At first glance, this looks like a contradiction. In fact, though, it may well be that the user has only provided spare information in his or her profile and doesn't post anything and thus needs no restrictive protective settings at all," Poller explains.

With their work, the researchers want to help improve the design process of software for social networks. The results of the study are regularly presented to the community of researchers, and the analytical tool is available as open source software. In March of last year, the project team was presented with the coveted Google Faculty Research Award for their efforts on behalf of improved privacy protection.

This Is the Last Time I Will Ever See You

A wedding party. When you are in the throes of wedding planning, it seems inconceivable that somewhere in this group, the group of people that you are closest to in the entire world, are dear friends you will never see again after your wedding day

Courtesy of Kevin Dooley/Flickr

Last night I was showing my daughter our wedding album, and I saw a ghost. There, grinning at me back at me from July 20, 1997, was a face that had once been as familiar to me as my brother?s.

?Who?s that?? my daughter asked.

?That?s Matt M.,? I replied.

?Who?s Matt M.?? she asked.

Who?s Matt M.? Once I had watched in awe as Matt?a polite, slow-talking Westerner?persuaded a furious cop not throw us out of the Bend, Ore., park where we were illegally camping. During the most terrifying hour of my life?a 3 a.m. drive through a Georgia hailstorm in a deathtrap Toyota?Matt sat calmly by my side in the passenger seat, switching up the mix tapes. I had seen him torn up by love, and he had seen me the same. He was the dearest of friends, and 16 years on, he was a stranger.

When you are in the throes of wedding planning?the epic, Iranian-nuke-level negotiations with your fianc?e about invitations, the masterful diagramming of every possible seating permutation to maximize hookups and minimize family arguments?it seems inconceivable that somewhere in this group, the group of people that you are closest to in the entire world, the people with whom you will share the most extraordinary moment of your life, are dear friends you will never see again after your wedding day. You don?t know who the last-timers are?in fact, you can?t know?but they will be there on the dance floor and in photos. And suddenly, one day?two, five, 20 years on?you will think to yourself: I haven?t seen her since our wedding. And then: How did that happen?

When I talk about last-timers, I don?t mean those old friends of your parents who got invited over your protests. Of course you?ll never see them again. I also don?t mean the various disposable plus-ones. Any wedding of any size will be populated by boyfriends, girlfriends, and even spouses who will have been dumped or divorced by the next time you see your friend. My brother-in-law?s then-fianc?e is all over our wedding photos. She was on her last legs as a fianc?e, but we didn?t know it at the time. Sweet, kind Liane: Where are you now?

No, the last-timers I?m talking about are real friends, but the friendship has entered a slow fade to black that is obscured by the euphoric fog of the wedding. Sometimes, geography is to blame. A decade ago, my wife Hanna attended the wedding of a friend who was marrying a Swede?and moving to Sweden. Hanna hasn?t seen her since. The ties that they might have maintained had they lived 200 miles apart frayed and finally split at 3,000 miles.

Another kind of last-timer is the friend that your spouse doesn?t really like. One of Hanna?s bridesmaids was an old friend I could never abide. As I courted Hanna, this friend and I pretended to tolerate each other. But after the wedding, when Hanna had picked her side (mine), and our social calendar was fully combined, this friend never quite made it on any list, and was never included at our newlywed dinner parties Hanna discovered she didn?t care enough about her to overcome my dislike, and their friendship withered. For 16 years, we?ve lived and worked in the same city, and have never seen her. A bridesmaid! ?

But the most poignant last-timers, the ones who really matter, are the people who once were profoundly important?stalwarts in a terrible time, co-adventurers, the dearest of dear?who, not because of geography or profession, but because of the eddying currents of life, are already drifting away from you by the time of the wedding, even if you don?t realize it. There is no break, just the conspiracy of inconveniences. You have a little less to talk about: Brian was once a journalist, but now is a businessman, plus he?s come out as gay, and is committing his time and energy to the love life he never had before. Matt?s living in a slightly far-flung city, and neither of you has the time or money to travel. You invite them to your wedding because?god, how could you NOT invite Matt or Brian to your wedding? The wedding draws them back. In the golden haze of the reception, your friendship feels restored to all that once was, but that?s the wedding mirage. The gap begins the next day.

If you had asked me on July 20, 1997: When?s the next time you?ll hang out with Matt? I would have guessed a year. Instead, it?s 16 and counting. Until yesterday, I hadn?t even Googled him.? I didn?t know where he was or what he was doing.

Wedding websites are skeptical of last-timers. The Knot insists that the very first people you should cut from your list are the ?college friends you?re pretty sure you?ll never see again.? Another site?with a rather chilly utilitarianism?urges you to consider ?who you will be friends with in the future [rather] than trying to include old friends you don?t keep in touch with.?? This is, of course, very sensible advice. Why waste $200 in catering and calligraphy on people who are streaming toward the exit door of your life?

I reject this. For starters, you truly can?t be sure who the last-timers really are. The friends I haven?t seen since my wedding are not the ones I might have predicted. And even if you knew, as a matter of Euclidean certainty, who the last-timers were, you should still invite them. When, if not your wedding day, is the time for profligate, romantic gestures? What better way to end a friendship than with joy? What better than to have your final memory of each other be of your best, happiest wedding selves?
