Schoolchildren, troops join battle against dengue fever

Public health inspectors check a water sample as part of dengue fever clean-up operations

Schoolchildren and troops have joined forces in a massive nationwide clean-up, as part of National Dengue Control Month.

In?the campaign to beat the dengue virus, the children have been tasked with targeting places where mosquitoes breed and thrive.

Over 9,000 schools are involved in the initiative, cleaning and disinfecting the places where mosquitoes typically gather, both at their own school premises and in public places.

?The children have been removing any garbage piles and cleaning out blocked drains,? said Jacintha Wickramsinghe, a teacher at St. Lawrence Convent School in Colombo, ?and we?re continuing the clean-up operation every day.?

More than 10,000 military officers have joined them in their efforts by draining large pools of stagnating water.

Nalini Subasinghe, a social worker in Colombo, added that raising awareness was also a vital part of the campaign.? ?We are using posters, hoardings and leaflets to inform the public in almost every part of the country,? she said.

She has a particular motivation for being involved in the project. ?My neighbor?s 11-year-old girl died last week due to dengue haemorrhagic fever,? she said.

?She was a brilliant scholar, but now the little girl has passed away and her parents have lost their only child to dengue.?

Children are especially vulnerable to the disease, which has been growing rapidly around the world since the 1960s. Sri Lankan government figures show that, of the 15,500 people infected with dengue in the first five months of this year ? which proved fatal in 75 cases ? many?were children.

The government itself has contributed to the effort by strengthening the Mosquito Control Act. ?People who violate the Act will be subjected to fines ranging from 1,000 to 5,000 rupees,? said the Health Minister, Maithripala Sirisena. ?Violators could also face a prison sentence of up to six months.?

The World Health Organization classifies Sri Lanka as a ?Category A? country for dengue fever, which denotes that the disease is a leading cause of hospitalization and death among children; there are cyclical epidemics in urban areas; and the virus is a major public health concern.

Three other Southeast Asian countries share this classification: Thailand, Indonesia, and Timor-Leste.

Lee finally wins, Phillies erupt late to beat Mets

NEW YORK (AP) ? Cliff Lee was savoring a most elusive win when Roy Halladay and Cole Hamels sneaked up behind him, giving their fellow Phillies ace a Gatorade bath.

Now that was one early shower Lee could enjoy.

Lee finally posted his first victory of the season and Philadelphia hit three late homers, breaking past the New York Mets 9-2 Wednesday and stopping a six-game losing streak.

"Got a win, Fourth of July. Good for Cliff," manager Charlie Manuel said.

Lee (1-5) had gone a puzzling 13 starts this year without a victory, a key reason the five-time NL East champions have fallen far behind. The lefty hadn't been awful, nor had he consistently shown good command.

"I would've loved to have a win a long time ago," Lee said, adding the slump was a bigger deal to others than to him.

"I wouldn't say it doesn't matter, but it's something I can't control," he said. "Sometimes, weird things happen."

If anything, he said, he's been disappointed "because I've let innings snowball." That happened in his previous outing at Miami, his poorest start of the season.

Manuel said Lee's teammates kidded and joked with him after he broke his hex. Lee's jersey and uniform pants were soaked when he returned to the clubhouse.

"That was good," Lee told Halladay.

Chase Utley and Carlos Ruiz hit consecutive home runs in the seventh inning as the Phillies rallied from a 2-0 deficit. Ty Wigginton's two-run homer in the ninth capped the surge.

Facing the Mets for the fourth time this season, Lee came out sharp and struck out three of the first four batters. He wound up going eight innings and struck out nine, most of them looking.

"He pretty much dominated us today," Mets star David Wright said.

Lee's drought was the longest by a former Cy Young winner since Greg Maddux went 14 starts without a win in 2008 with San Diego ? the worst skid for a Cy winner was 19 starts by Fernando Valenzuela in 1988-89, STATS LLC said.

Lee seemed as if he might wind up in the loss column again after the Phillies managed just two singles in the first six innings against Chris Young (2-2). Juan Pierre led off the seventh with a sharp single and Utley followed with a tying drive into the right-field seats, his second homer since missing nearly three months because of knee trouble.

Ruiz, set to play in his first All-Star game, then put the Phillies ahead by connecting for the second straight day, hitting his 13th home run.

That was plenty for Lee on this afternoon.

"Once they took the lead, we saw a different side of him," said Mets catcher Mike Nickeas, who fanned twice. "He's one of the better ones in the game. He was tremendous today."

Philadelphia pulled away with a three-run eighth and a three-run ninth against the Mets' bullpen. Jimmy Rollins doubled home a run, Ruiz hit an RBI single and Wigginton hustled home from second on Hunter Pence's single off shortstop Ruben Tejada's glove in the eighth.

Rollins added an RBI grounder and Wigginton homered the next inning.

Phillies closer Jonathan Papelbon made his first appearance in a week and pitched the ninth.

"Make sure we nailed that one down," Manuel said, smiling.

The six straight losses matched the Phillies' longest slump of the season. They also had lost seven in a row on the road.

A day after routing Philadelphia, the Mets lost for the second time in seven games.

Scott Hairston put the Mets ahead with a solo homer in the fourth, lining an 0-2 pitch over the left-field wall. As Hairston rounded the bases, Lee scuffed at the dirt and looked out toward center field, where a replay of the pitch was playing on the videoboard.

The Mets, as they've done all season, strung together some two-hits and made it 2-0 in the fifth. Wright drove in the run with a single.

NOTES: RHP Jeremy Hefner gave up five hits and three runs in 1 1-3 innings and was optioned to Triple-A Buffalo after the game. ... Utley's sixth homer at Citi Field matched Raul Ibanez for the most by a visiting player at the ballpark. ... Pierre stole his 20th base, the 12th straight year he's reached the mark. His 574th career swipe tied Hugh Duffy for 22nd place. ... Mets OF Kirk Nieuwenhuis didn't play. He was a late scratch from the lineup the previous day after hurting his right hand while swinging in batting practice. He said his hand was feeling better. ... Mets knuckleballer R.A. Dickey goes for his 11th straight win on Thursday night vs. Hamels. Dickey leads the majors with 12 victories. ... Phillies 1B Ryan Howard (left Achilles) was set to have a day off with Triple-A Lehigh Valley in his rehabilitation assignment. He homered Tuesday night.

Researchers moving towards ending threat of West Nile virus

ScienceDaily (July 3, 2012) ? Mosquitoes are buzzing once again, and with that comes the threat of West Nile virus. Tom Hobman, a researcher with the Li Ka Shing Institute of Virology in the Faculty of Medicine & Dentistry, is making every effort to put an end to this potentially serious infection.

West Nile virus infections often result in flu-like symptoms that aren't life-threatening, and some in cases, infected people show no symptoms at all. But a significant percentage of patients develop serious neurological disease that includes inflammation in the brain, paralysis and seizures. In his latest research, published in the journal PLoS One, Hobman has discovered how the virus breaks through the normally rock-solid blood-brain barrier to the central nervous system. The virus breaks down two vital proteins that make up what is called the tight junction, a part of the blood-brain barrier.

"What we found in infected cells is there's less of two proteins called claudin and JAM (junctional adhesion molecule)," said Hobman. "The virus replication is causing degradation of two very important molecules that form these intra-cellular barriers. We can quantitate this and we've looked in at least three different cell types and we see the same thing happening."

Now Hobman and his graduate student Zaikun Xu would like to know how this is happening. Cells have built in pathways that regulate tight junctions, in part by controlling the levels of both JAM and claudin. Hobman hypothesizes that West Nile virus infection causes these pathways to go awry -- resulting in accelerated breakdown of claudin and JAM.

"Once we understand how West Nile virus affects the pathways that control the tight junctions of the blood-brain barrier, it may be possible to design drugs that prevent infection of the brain. I expect this will also be the case for related viruses that infect the central nervous system."

This builds on work his lab published last year showing that when they inhibited the expression of a specific cellular protein, infectivity of the West Nile virus went down by more than 100 times.

Antonin Scalia Criticized For Appearing More Political Than Judicial

WASHINGTON -- Justice Antonin Scalia drew unusually critical attention during this past Supreme Court term for comments he made in court and in his writing that seemed to some more political than judicial.

His dissent in the Arizona immigration case contained a harsh assessment of the Obama administration's immigration policy and prompted a public rebuke from a fellow Republican-appointed judge.

Scalia's aggressive demeanor during argument sessions even earned him some gentle teasing from his closest personal friend on the court. Justice Ruth Bader Ginsburg, speaking at a Washington convention, said the term's high-profile cases may explain why Scalia "called counsel's argument `extraordinary' no fewer than 10 times."

The 76-year-old Scalia is a gifted writer with a razor wit and willingness to do battle with those on the other side of an issue. Those qualities have made him a powerful voice, an entertaining presence and a magnet for criticism on the court for more than 25 years. Even with that vivid background, some of Scalia's recent remarks stood out in the eyes of court observers.

Ten lawyers who appear regularly before the Supreme Court, including two former Scalia law clerks, were interviewed for this story and said they too had taken note of Scalia's recent comments. But mindful that they might appear before the high court or be in a position to submit legal briefs, they all declined to be identified by name.

Measured by wins and losses, the court term did not end well for Scalia. He was on the losing end of the court's biggest cases involving health care, immigration, lying about military medals and prison sentences, both for crack cocaine offenders and juvenile killers.

The last words Scalia uttered in court this term dealt with his disagreement with the court's majority in a decision that watered down Arizona's crackdown on illegal immigrants.

Summarizing his views in court, Scalia commented on President Barack Obama's recent announcement changing the deportation rules for some children of illegal immigrants. And in his written opinion, he referenced anti-free-black laws of slave states as a precedent for state action on immigration. Both drew critical notice.

"The president said at a news conference that the new program is `the right thing to do' in light of Congress' failure to pass the administration's proposed revision of the Immigration Act. Perhaps it is, though Arizona may not think so. But to say, as the court does, that Arizona contradicts federal law by enforcing applications of the Immigration Act that the president declines to enforce boggles the mind," Scalia said.

The outcry over his reference to Obama's announcement was immediate and included a call by liberal Washington Post columnist E.J. Dionne for Scalia to resign. Conservative Judge Richard Posner of the 7th U.S. Circuit Court of Appeals in Chicago, who was appointed by President Ronald Reagan, contributed this passage to Slate magazine's annual end-of-term discussion:

"These are fighting words. The nation is in the midst of a hard-fought presidential election campaign; the outcome is in doubt. Illegal immigration is a campaign issue. It wouldn't surprise me if Justice Scalia's opinion were quoted in campaign ads. The program that appalls Justice Scalia was announced almost two months after the oral argument in the Arizona case. It seems rather a belated development to figure in an opinion in the case," wrote Posner, who had taken Scalia to task in the past.

Doug Kmiec, a conservative legal scholar who backed Obama's election in 2008 and served as his ambassador to Malta, said, "To broadly assert, as Justice Scalia seems to do in his Arizona dissent, that the Obama administration's enforcement priorities are `too lax,' substitutes the unelected Antonin Scalia for the elected Barack Obama."

Scalia's defenders say the criticism is misplaced. They say the justice was doing something much more familiar and common, attacking the majority opinion by Justice Anthony Kennedy. "He really wasn't criticizing the Obama administration's position. He was just using it as a timely example of why he thought his position was the better one in the Arizona case," said Brian Fitzpatrick, a Vanderbilt University law professor who once served as a law clerk to Scalia.

Separately, in defending the tough Arizona law, Scalia's written dissent refers to the laws of Southern slave states that excluded freed blacks to support the notion that states had control over immigration in the era before Congress enacted national legislation. Liberal commentators seized on that reference as a particularly bizarre twist in an otherwise angry opinion.

But Scalia's supporters say the justice is held to a different standard in the media than other justices. Ginsburg, for instance, won wide praise when she used her dissent in a sex discrimination case in 2007 to urge Congress to take action to undo the court's decision.

During the three days of health care arguments in March, Scalia spoke more than anyone else, mainly posing hostile questions to defenders of the law, according to a study of the arguments.

In an exchange with Solicitor General Donald Verrilli Jr., he left little doubt about what he thought of the eventual winning argument that the individual insurance requirement could be found constitutional under Congress' taxing powers.

"You're saying that all the discussion we had earlier about how this is one big uniform scheme and the Commerce Clause, blah, blah, blah, it really doesn't matter. This is a tax and the Federal Government could simply have said, without all of the rest of this legislation, could simply have said, everybody who doesn't buy health insurance at a certain age will be taxed so much money, right?" Scalia asked.

Eventually, Verrilli said, "It is justifiable under its tax power."

"Okay. Extraordinary," Scalia said.

The next day, he said the court should not have to go through each and every page of the massive law to sort out what stays and what goes should the justices invalidate the requirement that people carry insurance.

"What happened to the Eighth Amendment?" Scalia asked, referring to the Constitution's ban on cruel and unusual punishment. "You really expect us to go through 2,700 pages?"

All dinosaurs may have had feathers

Well-preserved fossil sports long, fine plumage and a bushy tail

Web edition : 3:02 pm

Early dinosaurs probably looked a lot more like Big Bird than scientists once suspected. A newly discovered, nearly complete fossilized skeleton hints that all dinosaurs may have sported feathers.

?It suggests that the ancestor of all dinosaurs might have been a feathered animal,? says study author Mark Norell, a paleontologist at the American Museum of Natural History in New York.

Researchers have found feathered dinosaurs before, but this one is more distantly related to birds than any previously discovered. Called Sciurumimus albersdoerferi, it belongs to a group of massive dinosaurs called megalosaurs that had sharp teeth, claws and a heavy-duty frame. The specimen ? a youngster that lived about 150 million years ago ? is only 70 centimeters long, but it could have grown up to 10 meters, about the length of a school bus.?

The fossil?s feathers aren?t the only things getting paleontologists all aflutter. The skeleton?s condition is exciting, too.

?It?s a gorgeous specimen,? says Luis Chiappe, a paleontologist at the Natural History Museum of Los Angeles County. ?Probably one of the best meat-eating dinosaurs ever preserved.?

The skeleton rests in a bed of limestone, back arched, mouth gaping, tail curled behind its head. Its bones are unbroken and still carry remnants of flesh, scientists report online July 2 in the Proceedings of the National Academy of Sciences. ?There aren?t many more things you can ask of a fossil,? Chiappe says.

Bits of smooth, scaleless skin anchor long, fine feathers to the tail. Unlike modern feathers, these ?protofeathers? or ?type 1 feathers? look like simple strands of hair. The thin, flexible feathers are ancient versions of the broad, branching plumage ??type 2 feathers? ? that adorn modern birds. Though the feathers look different, both are made from the same basic ingredients.

In life, the hairlike feathers would have given the dinosaur a thick coat and a bushy tail. (Part of the dinosaur?s name, Sciurumimus, derives from the Greek for ?squirrel mimic.?) ??It looks like it was a pretty fluffy kind of thing,? Norell says. ?Kind of like a baby chick.?

Eventually, the study?s authors hope to figure out the color of the dinosaur?s feathers. But because color tests require fossil snippets, scientists would have to clip bits from the dinosaur?s remains. And since this specimen is one of a kind, researchers aren?t quite ready to disturb it.

So far, nearly all of the feathered dinosaurs ever discovered have come from eastern Asia. But excavators unearthed this fossil in southern Germany. Even in places collectors picked over for 150 years, Norell says, new things keep turning up. ?There?s always more out there,? he says.
